In short: One can easily smurf themselves on any level. Play a bad god (or a god with poor competition value), do extremely poorly in several games, blame it all on the bad god, then go back to your favorite god and wreck all the legitimately poorly skilled players.

No matter what you do to prevent smurfing, its always gonna happen in some form or another. This one in particular requires a little more effort than usual, but it can still be done.

EDIT:
If you also do poorly with a favorite god on a certain game type (eg. Me as Loki in arena), you can easily do this to put yourself in matches with players of poor skill so you can practice without getting destroyed. Eventually you can build your elo back up and do well against players of equal skill.

What kind of system do you expect them to have then? Know if you are throwing your current match to get lower ELO and not count it? If someone is going to spend the time losing on purpose to get a little lower ELO, to hopefully get an easier game then there's no way around it. Either that, or just have a random team selector, which is a terrible idea.
