I'm a Cupid/Hou Yi main who tends to play more Cupid than Hou Yi in ranked, and I peaked as the #14 cupid in ranked Joust. Cupid is pretty simple, and is often overlooked, but if you play smart he can really throw the enemy off guard, and he snowballs pretty hard. He has solid sustain with his 2, and he has great team-fight presence with his ult. His mobility is decent, and his 1 is okay for wave clear and duels.

Cupid's skills are very straightforward, but that does not mean they are worthless.
His passive builds stacks by attacking minions and enemy gods, and when at max stacks, his 1 will stun, and his ult mesmerize will last longer.
Cupid's 1 (Heart Bomb) is his main skill used for clear and dueling. It leaves a bomb that detonates, dealing damage on explosion, and stunning if your passive is active.
Your 2 drops hearts that heal you or allies, and your mana is restored if picked up by an ally.
The third ability is a dash, pretty self explanatory.
Cupid's ultimate lays down a crippling field that mesmerizes once it detonates.

I would also like to comment that I disagree with a lot of threats you listed. Anhur and Skadi a lower threat than neith? Why?
Does the rest of the build look ok to you?
The anti-tank build lacks something really important: Attack Speed. If you are aiming to kill tanks, it's only possible via basic attacks so he should increase his AS on that build to proc more Qins.
But thinking crit can't deal good damage to tanks just isn't right (outside of Nemian and Thorns).
I was referring to his Anti-tank build (the second one) that doesn't use crits.
This is up to you, but consider listing situationals. Also, separate the start from the completed build, it'll look cleaner.
