Hi there, I'm Zakg13 and welcome to my Book of Thoth. Thoth is a new god, and a very unique mage. For gameplay tips, click on the link at the bottom!
I'm going to list off the CDR build below, with other recommendations and the No CDR mentioned. It will be continually updated. Always look at what the enemy is building as well. Lets get into it.

Starter-Off of the bat, you'll want to start building toward Book of Thoth. This will offset his mana hunger and give him an early game power boost. You can't afford the Soul Trap yet so you can either buy Boots or go back as soon as you can. Pots help you stay in lane a little longer so when you back you can get your stuff. As far as relics go, use common sense. If you're up against an enemy Odin or Ares, use Phantom or Purification, but I will usually use Meditation for lane staying capabilities.
Book of Thoth- As I said in the starter, this will offset your mana hunger and give you an early game boost, as your wave clear is good. That being said, stay safe and farm minions. It's also kind of cool that it is Thoth's book :D
Shoes of Focus- This is personal preference. If you feel the Pen you get from Shoes of the Magi isn't worth sacrificing then that is up to you. However, I personally think the mana boost and CDR is well worth it.
Warlock's Sash- I love this gem. Some people say you should rush this first as it requires more stacks to fill, but I say that Book of Thoth's stacks are more important. This will help you take off some of the squishy edge you have and offer a power boost simultaneously.
Chronos' Pendant- MP5 to help stay in lane, some magical power, but the best and part of the reason I use Shoes of Focus is the CDR from this. Stacked with your boots you'll have 30CDR, which is amazing. If you like your abilities to have more bang to the buck, and a little more tankiness then I recommend Ethereal Staff. If you like to use your abilities more often but with less oomph, then stick with Chronos' Pendant
Rod of Tahuti- This is where you will be ripping people apart with a sneeze. The power boost from this makes it well, well worth the price. Fairly self explanatory.
Spear of the Magus- The final piece. I would say that this is the interchangeable item of the build. It adds the penetration that will help pierce the enemy's defenses. However, if they are building high amounts of magical defense, you'll want Obsidian Shard. If you feel like the enemy is escaping too frequently, Gem of Isolation will work wonders. If you're desperate for some protection Mantle of Discord can help you out while offering a big CDR boost as well. This part is where you'll need some situational awareness.
