IMO the build is a bit lacking in best function for Art, and has awful (no offense) skill leveling. First, the things that I think are nice / good:
  • High pen function for anti-tank due to The Executioner, Dominance, Wind Demon and Fail-Not.

  • Getting Leather Cowl means no mana sustain early. When I go Cowl, I feel it's always a good choice to go Transcendence OR Dominance, and that happens here.

  • It's nice you've got 30% CDR, though Art doesn't exactly need it. But I can't argue with more ults and easy poke with her 3.
As for not maximizing her potential and/or questionable choices:
  • End build after Tabi replacement you have 30% crit chance (35% if you opt for DB over WD). That's not enough. To make crit more reliable for DPS it really should be minimum 50%. And your build really should have either crits or Qin's for max DPS.

  • I don't think Leather Cowl / Hunter's Cowl is her best direction. I feel she needs to rely on herself more than others, and so the Arrow direction is my preference for her. If you go that way, you don't need Trans, as it has some early mana sustain. Gilded into Ninja / Devo's. You can still get a Fail-Not late if you want, but you should def have more crit chance. Arrow provides you with the opportunity to upgrade to more crit via Ornate Arrow. Rage is always a strong option for her. And if you end up deciding that Qin's is a better route as multiple enemies are building tanky, you can upgrade Arrow to Diamond Arrow.

  • She just doesn't need that much pen that early. Get either Dom or Exe mid-game, and you can consider the other as a late-game tabi replacement if you really need the pen that much. It's doing less for you getting it that early instead of building more crit, for example.

  • She's not going to be doing all that much early game. She's a late game god. Proper skill leveling prioritizes the 3 early for poke and minion clear. You start leveling the 2 mid-game (after the 3) once you're starting to get online with your items. That skill leveling is just not good.
So, some good items here, pen isn't ignored, but the build is still lacking. You'll get better results by cleaning this up and prioritizing items differently.

Hunters cowl is pretty nice for the MS when by yourself in lane

Agreed. If they DO want to go Cowl, then as I said they'll prob want Dom or Trans early for the mana.

Honestly, every starter is viable for Artemis. I suppose the starter just comes down to preference. For one, I absolute do not like arrow, I just don't. I always start with cowl and it works out perfectly fine. Art does need to rely on herself more.. from mid to late game, which is where you shouldn't run into mana issues all that much as by that point a single 3 will clear back archers.

I mean, I basically say I think Devo's is the better option in my comment, at least in this build type, but Gulf's comment is a question, not a statement.
