Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. Unfortunately, I think this build has major, major issues.
Passive: Tide can provide attack speed for basics. It can also help fortify / enhance her 2 and 3.
Spike Shot: Enhancement for basic attacks. Less function for the splinters, it's more for minion wave clear due to piercing, and for overall damage enhancement when fighting enemy gods, due to the increased speed and wider hit box. While it's nice to have this up often, in my experience it's not that big of a deal.
Capsize: This isn't an ability that you'll commonly activate in the middle of a fight. It takes time if you want the enhanced version, which means you won't be dealing any damage in the meantime...and it's close range, so you'll potentially be taking damage if they're focusing you. I find it's best in fight initiation, when you've got vision on the enemy and can surprise them as you (or they) turn the corner. It's also fine when you're focusing on objectives like the GF / FG due to the protection reduction for yourself and teammates. But it's not like you'll want to be spamming this ability.
Whirlpool Form: Granted, this can be nice to have up more often for safety purposes. But you're not going to be using it as a main damage source. You'll deal more damage with your basics, so this is more for the safety, or if you're on the offensive and otherwise pretty safe, for the knockup/CC. Otherwise, you're holding onto the ability in case you need it, which means you won't spam this either.
The Maw Hungers: This is not such an OP ability that you want to use this on CD, with a build enhancing CDR specifically for this ability. It's awkward and can be difficult to hit.
