Max out your 1 first. This build focuses on the prot shred from autumn form to support teammates damage, as well as the frostbound+winter form combo to stop enemy chases or escapes. Next, max your 3 as it lowers the cooldown and increases damage, giving you a more powerful initiating charge or damaging escape. Your 2 is mainly used just for the root, the damage is less important and it does not receive CDR from upgrades.
Generally, Cern will work here as a high-damage high-CC support. You can still tank quite a bit of damage thanks to the high health and protections here, along with your 1 giving you a bit of sustain. Your main focus as a support here revolves around 2 things, being CC and Protection Shredding. We'll start with protection shredding, since that's the easiest to do here. Simply put your 1 to the autumn version and land a basic attack. That's it! Take away some 26 protections, and let your carry simply remove the player from the game. Simple, right? Well, they might try to escape, but luckily you're playing cernunnos. Root them with your 2, and switch your 1 to that juicy winter form, it's only a click away. With frostbound, they'll be crawling on the ground before you can say "Run for your lives!" The combined slow of frostbound with winter form allows for some SERIOUS movement prevention. Your carry, mage, or whoever you're with can easily be outrunning the target while they are basic attacking, as the basic attack slow is actually less than the slow you'll put on people. Focus most of your time on tanking, and using your charge and root to aggressively chase, slowing enemies and shredding protections, making them easy fodder for your teammates to clean up. You'll have pretty decent attack speed from the combo of ninja tabi and shogun's, so once you've got animosity, aiming will be a breeze as enemies slow to a crawl and you chunk their health down. With spectral armor, you'll counter the current crit meta with ease, and there's a good chance you can 1v1 the enemy hunter and come out on top. Hell, you could 1v1 most of their team and come out on top. This build mixes high damage with high levels of tankiness and CC that not even some guardians can accomplish with hybrid builds. But this build doesn't just work as an aggressive support, you can also play very defensively and peel. If someone tries to dive your mage, hit them with your 2 to root them. Get 1 autumn form attack in to shred prots, then switch to winter and slow them to a halt while your mage walks away. You can safely do this in teamfights as well, as once your teammate has made it to safety, you can use your ult to stop enemies from chasing as you use your charge to get yourself to safety. Prioritize peeling and getting teammates out, you can tank quite a bit before you go down, and because of your charge you have an escape ready, allowing you to stay in and distract longer while teammates escape. Overall, this build works as a high-damage high-CC high-tankiness support. Since your slow is linked to basic attacks and not abilities, as long as you can aim you can keep several enemies in a huge slow, and very consistently. Animosity partners with this constant basic attacking for CC to give you a large burst of damage with it, allowing you to start fights either alone or with your team. While you might get some strange looks locking in a hunter as support, your teammates will be in awe as you charge into battle and bring your opponents movement to nothing. Have fun!
