I believe that most of you know how to play Raijin, upgrade his first ability then the ult/second ability.
I'll try to explain this build with my words now: Warlocks will make you tanky af and to be honest, the damage is enough.
The fun starts after you buy spear of the magus, squishy gods will hate you for that because your burst damage will become a problem for them.
I bet you ask yourself: "but why Shamans ring?"
After you get your stacks on Shamans ring and combine in it with the extra damage of rod of tahuti you'll know why, believe me and please try it.

I understand the preference for Shaman's Ring, but it wouldn't be my personal choice. I know some pros have used it for him, but feel there are often better choices.
I'm in 100% agreement that Soul Reaver is a strong pickup. I think another CDR item could be beneficial too...doesn't need to be high CDR aka Chronos, but something with 10% CDR would be good...and you should have options for some other items...if you really need that protection, a late Mantle of Discord might be good.
Finally, your skill leveling is messed up. You don't have anything @ level 8 (should be Raiju), and only 4 points in your ult as well.

My skill leveling isn't really messed up at all, I just tried to "say" that I level the the first ability on max + ult on stage 2 first. This build works for me no matter what gamemode I try
Your skill leveling is still messed up though...you're not leveling anything at level 8, and it's not like you're point-skipping...so you just missed putting a point somewhere.
Depending on target and protections, the passive's 10% additional damage on subsequent attacks is something that could be gotten (just in different words) from other stats. For low protection enemies, flat pen from a variety of items could easily do something similar, and on all attacks, not just subsequent ones. Soul Reaver provides a different type of added damage.
So to me, a major part of choosing this item isn't the damage boost; rather, it's the added MS. And I typically feel added MS is better for gods that either have limited escapes or no escapes. Just how I consider this item's use.
The difference with an item like Soul Gem is that it literally adds extra scaling, instead of just adding power. Not to mention Soul Gem stacks are retrieved almost the same way his passive is.
Of course, you don't need to build Shamans. But you definitely should be building Soul Reaver and Magus on him all the time.
His scaling isn't bad, as long as you hit all hits. Magus stacks well with Raiju's DoT, which is why you typically lead with it. But his 1 has 120% scaling and his ult 200% (again, if you hit all hits), so I wouldn't consider his scaling that bad.
