In addition, the only pen item you have here is
Finally, crit isn't good for him. His first 3 hits do 0.75 attack progression and damage, so you're getting a weakened crit when it does proc. Rather, this is the big reason
For now, this is a solid downvote. Just can't suggest this build (and if you did get Shield, you'd want to replace it late game...you don't mention it or even seem to think that it needs replacing).
