I'm not sure how legitimate this build is, but I enjoyed playing it in Solo lane as a meme and I've had enough wins with it to think its a bit more than a meme, at least for those who have no idea what the f*ck its supposed to do.
The idea here is to stack and proc Stone of Fal as frequently as possible. This means being a very up-front and aggressive Cthulhu, with high damaging Auto-Attack items along with some attack speed increases and some protections to make sure its not too much of a meme.
The reason I picked Cthulhu for this is because of his passive; in the Solo lane you'll often be boxing with the other solo for domination and control of the lane. This lets you stack your passive quite often if you land all your abilities, and increases the efficiency of this build; the 1 has damage mitigations with it, and increasing that effectiveness also increases the effectiveness of this build since the 1 is close range.
