I would say yes in this particular case. Some reasons:
Ra already has some healing in his kit. Not that more health is a bad thing, but between his healing and that he doesn't have a lot of things that will get a lot of continuous hits in, he'll probably get less out of lifesteal than others.
- Between the 3 CDR items this Panda chooses, this gets his high damage ult down to a crazy 30 second CD. Without
Chronos' Pendant, it's at 40 seconds, which is still very short, but maxing his CDR is just such a nice thing. Also, when he spams his abilities, he gets enhanced move speed from 
Speed of Light, and since he doesn't have an escape, being able to give himself a consistent move speed boost (when needed) is also very nice.
