You do not start with a starter item as you will only build it late game. Make sure you are using jade rabbit to get extra mana pots during lane phase or hp pots as needed.

Chang'e has built in anti heal in her 3, however if you find yourself needing more, build divine ruin, otherwise, this is not needed.

Chang'es kit isn't necessarily focused on one thing besides the fact that she has low cooldowns. Bumba's Hammer now allows you to abuse her low cooldowns. I prefer to build boots of focus even if eventually you will go over cooldown % cap because I prefer to rush cooldown than have a little more power or life steal with Magis, however you can change this if you want to. Chang'e will work per usual until later game. Be cautious as she is not very mobile regardless of her enhanced speed during abilities and the mid lane is now longer than before. Only ever poke while clearing the lane as she does so well, and only ever be aggressive when they are poked down a bit and your ult is ready to engage or to escape if needed. With this build, Chang'e is dangerous to box as she should be. Bumba's Hammer allows Chang'e to spam her abilities so make sure you land her autos and keep the abilities going including her 2, which allows her to buy time while activating Bumba's mask's passive. Do not be fooled by the fact that this is a spam-ability build. Her abilties still hit hard on both tanks and squishies thanks to the penetration. Position is incredibly important with Chang'e as she doesn't have a quick escape, so always make sure you are never in too deep and always have an escape plan when engaging.
