Smite is an online battleground between mythical gods. All I did was make an observation but then this dude goes off the deep end like i personally attacked him. Any other build I have seen over here on this site, over capped cdr is immediately harped on....
Obviously, overcapping on anything isn't really preferred. You typically want as much effect and efficiency as possible, and anytime you're not getting something out of an ability or item that you paid for, it's not that great.
Kriega's point about some effects being difficult to pass up just because they can be so effective is the main reason you'd ever intentionally build that way. But I think in most situations, you never really have to overcap and can have a strong build.
Luka's comment basically is saying "well it doesn't really matter because Tsuku is OP anyway, so my build (or any build that builds damage items) is fine." That, to me, is just an attempt to deflect a potential build issue. Why even offer a build if it doesn't matter because the god is OP? Why wouldn't you want to create a build with as much potential as possible?
And I'm not saying this build isn't generally solid. Yes, all of those main items - and most of the situational items - are viable for Tsuku. I don't think Exe has a place, for example, but I honestly feel Luka just didn't think about the overcap, and if he'd actually thought about it, he would have built a bit differently. As Kriega said, it's such a simple fix to move out Jotunn's and Ninja and replace with Crusher and Warrior. Or even if you want to keep Ninja, fine, but switch Jotunn's out, or one of the other items with CDR. Simple fix. Will he do it? Historically, he often doesn't truly listen to advice, as opposed to what his bio says. So we can leave feedback or not, though we shouldn't expect our feedback to be considered.

Thanks for the feedback on this. So, to sum up, as Kriega points out at times it can be viable to over cap dependent on the items in question and the synergy/benefits that they bring. In the example of the build contained in this guide, however, it doesn't fit that scenario.
This is mostly because even though HR has a PTS server they don't use any information gained from it. I expect him to be nerfed even harder than he already was to get more in line with the other assassins.
