As Thor you have a few different objectives to cover in Joust/Clash.
Early Game - During the first 10 levels of gameplay, your main goal should be to poke out enemy squishes with the double-tap from your 1 ability. If you are having trouble landing the double-tap, use your 2-1 stun combo. Only initiate fights and go all in with your ulti if your front liners are able to step in and back you up. At this point in the game, Thor is far too squishy to take a beating.
Mid Game - At this point, you should have Void Shield completed or Runic Shield completed (if the enemy team has 2-3+ Magical Damage Dealers). Your goal should be to initiate fights with your stuns and poke out as many enemy players as possible. If you can initiate a fight with your ulti, only do so if you are guaranteed the follow up damage/support. Other wise, you want to be poking out the enemies as much as possible and then chasing with your ulti.
Late Game - This is the time where you should have at least 2 defensive items so you are able to decently front line with your other players. The best part about Thor's damage late game is by the purchase of Runeforged Hammer. I understand it seems rather weak but think about this. Every time you land Thor's 2-1 Double-Tap combo, you are getting the effect from Runeforged Hammer because the enemy(s) are stunned and what makes it even better is if you land the Double-Tap you are getting Runeforged Hammer's passive effect twice making it an additional 20% damage for one ability. Runeforged Hammer also works when enemies are stunned from Thor's ulti, and by utilizing his full combo (4-1-2-3) you can get Runeforged Hammer to do ~30-40% bonus damage making late game thor a massive damage dealer even though you have built 2 defensive items.
