Female with the power of air, but more specifically lightning strikes and cloud formations.
I would like to think of her as an angel with light blue wings. Of course she would be in the air, flying.
Im thinking of her to be basic attack heavy, but her basic attacks can CC. She can be mid but can do well as a support.
She is ranged and her attacks are electrified air.
Passive: Lightning Strike
Her basic attacks give enemies a chance to be hit by lightning, paralyzing them and applying a DoT that increases their chance to be hit by lightning.
5% chance each stack (4 stacks)
DoT: 3% of maximum health every 0.5 sec for 4 secs
DoT chance increase: 10%
Stun (Paralyze) for 0.5 seconds
Ability 1: Dark Clouds
She sends storm clouds to her target area, slowing all enemies and making them wet, making them more likely to get hit by lightning.
Slow: 10/15/20/25/30%
Lightning Strike chance: 3/6/9/12/15%
Im thinking of the target area to be a bit smaller then Whirlpool
Ability 2: Paralyzed Air
Duslica surrounds herself in a small AoE of electrified air, increasing her movement speed and basic attack speed. Also any enemies near Duslica have a greater chance of being struck by lightning.
Movement Speed: 20%
Basic Attack Speed increase: 5/10/15/25/30
Lightning Strike chance: 10%
Mostly an escape but can be used to turn the tides against the enemies.
Ability 3: The Wings of Thunder
Passive: Energy is stored into her wings over time. When hit by an enemy ability, extra energy gets stored into her wings. Gain more movement speed with more energy.
Active: She creates a gust of wind with her wings, dealing damage and losing the energy. If the wings have full energy, she knocks the enemies back 10 ft and cripples them for 1.5 secs.
Energy gain: 4 per 0.5 secs to 100
Extra Energy: 16
Movement Speed: 5% of energy
Damage: 75/150/235/290/340 (+50% of magical power)
Ultimate: Lady of the Sky
As lady of the skies, the air is her domain. In an AoE around her, she applies a DoT to all enemies, increasing the lightning strike chance and slowing them by 20%. Each time they get paralyzed, the DoT damage increases. (The DoT is the same as the passive). It also increases everyones movement speed depending on the energy in your wings.
Lightning Strike chance: 15%
DoT damage increase: 1%
Movement speed increase: 5% of energy
Duration: 6/7/8/9/10 secs
To note the DoT doesnt give the 10% chance. Its just applied. The 10% is applied when they are first stunned.
The CC is meant to be short but consistent, however I dont want the chance for it to happen to be too high. She can only focus one god at a time, but her ultimate is meant to go around that with an AoE slow, but still focus one at a time.

bkb is the most OP item in whole Dota and Core on Core roles (also a sup with it means it had a good game). Also wand is one of the best items in the game I rush it (after a normal start of tango's stout shield (I forgot to list poor mans) salve iron branches) the HP burast or mana can help you survive (however if the enemy has no casters I won't bother getting it. But against a skywrath or BB It's just too good with there skill spamming.

It most certainly is, but it just frustrates me to have to pick it up, because it basically makes you a 5 item character that's immune to CC. This is OP for sure... but I want more damage :(
Wand is certainly good, but it definitely is enemy dependent. I don't know that I like shield on her anymore since they debuffed it. I'd rather just get a level in blur at 2/4 and call it a day.

That's a reasonable amount, and it depends so hard on your team. If you don't have a worthwhile team, your GPM will be terrible. I wouldn't necessarily rush a wand on her, I would start with tango set, quelling blade, and a circlet with slippers. I'd get ring of health online, then build phase or treads, depending on the lead we have. Go into bfury more than likely, or maelstrom if we're behind too far. dominator into maybe bkb, I hate getting bkb... but it's too good to pass up sometimes. I'm not a huge fan of deso on PA, that's just me though. basher all day, and then other stuff depending on the game.
It's been a while since I've played Dota as well, I've mostly moved my attention to Smite, because I like the third person aspect quite a lot, but I've played Dota for like way too long, probably around 2k hours.
To be honest, satanic isn't picked up that often. It's a super expensive item, and gold is harder to come by in Dota 2 than in Smite, especially if you get ganked a lot. I agree that the evasion can definitely come into play, but only a small number of characters even have that, and butterfly is a terribad item right now. MKB gives you true strike, so bye bye evasion, and most carries will get that by the time a butterfly is online. There are other ways to knock out evade too.
OH! One last thing, Dota utilizes pseudo random effects, so what are your thoughts on that vamp?

it's true that satanic isn't picked up a lot (because most games end fast). Bfly is still a pretty good item if you can get it on time enough and depends on enemies too.
Also I don't know how good your GPM (mine is ~400-~500 on gyro at least on a decent game) is but I'm normally able to farm some pretty good items. however as a carry you also need to keep farming and getting items.
also a lot of high end items are expensive (and having buybacks is also important after a while) and it also depends on what you feel needed (also I only once got a satanic and it's still my most impactful item lol).
my build for a (bfury) Pa would be Wand->boots (probably threads)->bfury->HotD->BKB/Basher (depends on enemy team no stuns means no BKB)->desolator/Basher/MKB->satanic or abbysal (which one first depends on what I feel that's needed)->Moonshard also I would probably swap my boots to travel depending on how the game is going (I love T1 travels) because when turtling it isn't needed that much. also this is before last patch I would probably get a later Bfury with dagger being able to proc basher. I haven't played dota since august or something XD.
(I do have another build for PA to that doesn't involve the bfury) that one is more for fighting early.)
Regardless, most smite carries have like what, 70 phys protections by level 20? If Xbal was full built with PA crit, that's like (math math math), 1.5k damage? Before executioner stacks that's like 882 damage, so not gamebreaking. If he could hit that multiple times... then sure, but 15% chance? I don't see that being overwhelming. And his ultimate is now gone, so he loses his bonus range and chasing. Sure he can use rising to get in, but then he's a sitting duck to any and all CC.
Overall, I guess the games are just different, and the playerbase is different. I think RNG is fine, but there is always that random rage moment when that faceless void dodges assassinate from sniper... and you're like o.O I hate this game...

That's true, but on the HP part, HP's are generally lower in Dota2 than Smite, so I don't think 2k is a good number. Also, levels in dota move a lot slower, most people don't get to max level before the game is over, and not to mention most supports have next to no gold, because its not distributed like in smite. most supports will have like 1k HP by the time PA is crittin for 1.5k.
true you normally don't hit lvl 25 that fast. (But really normally around 30 mins I'm fully lvled in skills (aka lvl 18)
however the 2K Hp I'm talking about is pretty true. as in Smite most gods other then warrior's and guardians don't take a defensive (most defensive give HP) meaning that they stagnate with their health at ~1750 however in dota most carries do get an item that gives HP in some way (mostly because the strength stat a satanic already gives you 475 Hp) meaning even agility carries can hit a nice 2000-2500 HP most strength heroes a nice ~3000+ and most intel also around 2000-2500.
only intel won't hit those numbers a lot (because being support) but the agility heroes will because they fall under carries and can farm a lot. and yes he can insta kill support because they are also underlvled however I'm talking about full build characters in smite being able to get 1 shotted if you would give xbal her crit and that means fully build & lvled mages adc and assassins
I do agree that RNG can be fun but you should be carefull because thsi type of MOBA doesn't have evasion/dodge because if you search for LoL when it did had evasion you would see some champions being able to make multiple penta's in the fountain while being under a 1K true damage turret fire

But, that's not really my point, my point started as the idea that RNG can be ok. I listed those examples, because I just wanted to mention that sometimes you can get RNG screwed or blessed and it's not necessarily a bad game mechanic. It adds some spice in my opinion. Sometimes as PA you'll get a lucky streak or a bad streak and this can make or break you.
Without RNG, it's all math, and that's not a bad thing, it's just... predictable. I guess this leads to the point I've seen all over the place in smite forums that the meta is stale. Don't get me wrong, I love the game, but I can't count how many times people yell at each other for picking a "low" tier character.

On your next point, that is true the scaling is done very differently in both games, however I will mention that PA can one shot some people if fed, and sometimes her crit feels very underwhelming if your enemies are high on armor or evasion, so to be fair, if you take out Xbal's ultimate which is a very big reason that he can even be awesome, and you put in a super huge crit that only hits 1/6 strikes. Would he really be OP?
However, in order to not be OP, the crits in Smite would have to scale like those in Dota, so they would have to be separate instances of crit, so that he doesn't just build crit items and then instawin.
I would just like to point out that having RNG in MOBA's doesn't make them bad. They make them interesting. DOTA2 has so much invested into RNG its hilarious. Their main crit item has a 25% crit chance. Does that mean that the game is bad? No, it works pretty well to be honest.
don't forget that you can also crit stack in dota(on kunka this is fun because you can easily hit a 1200 cleave crit).I believe it stacks like evasion (diminish) however the damage would be given by the highest one (if you have deadulus and crystalis then the damage increase comes from deadalus). So I'm wondering why we haven't seen a deadalus on PA as it would proc her ult a lot more
Phantom Assassin: 15% chance to crit, and it's her ULTIMATE, lol.
yeah still don't forget she can crit for 450% making her crit around 1200 if she has 250-300 attack damage. and that's enough to blow most squishies up in 2 crits.
however in smite some people already crit for 600 with a 150% increase (xbal hits for 900) if you would give it as ult to xbal then he can go and crit for 2000-2500 halving most tanks their health and instakilling most other classes.
