This is a very complex passive but very good passive. If this god is played in the jungle, you get gold from just roaming, which is the role I'd associate this god with. The bonus power and protections can be incredibly beneficial during team fight, or just clearing lane or camps by taking less poke or clearing them faster.
Active:Alan and allies around him gain an extra 2/4/6/8/10% movement speed and 10/15/15/20/25 physical/magical power for 5 seconds. This ability activates the Monkey passive

This ability is really good, if not the best in his kit. He can roam around the jungle faster, increasing his efficiency while clearing or ganking. He can also use it to escape or catch up with people. It also affects allies, so it helps them too. Don't forget the passive from Wolfpack which at level 20 gives 30 protections to add to the 40 from Pets, if the giraffe is your current pet.

This is probably the most useful ability in Alan's kit since it's his jungle clear, an escape and a way of initiating. This ability would basically be used like Chaac's axe. You can finish people off from a distance without having to get out of position, you can teleport into a fight, you can teleport out of a fight. Not to mention the protection shred that can be very useful if people stay near Carlos.

This ultimate is incredibly good. Very disruptive, kind of like Hun Batz ult but still a bit different. It deals a significant amount of damage, and has the slow to be able to catch up to people. The silence makes them unable to leap away, but the silence doesn't last as long as the slow. Not to mention the dual passive activation for 11 seconds which can help you out A LOT. Sadly, 2/3 of the ult are countered by Purification Beads, like a lot of other ultimates.

The Jonas Brothers>Carlos>Wolf Pack
Team fight scenario:
The enemy team is trying to take Fire Giant. The Fire Giant is very low. You blink in at the perfect moment, use your ultimate to silence the enemy team. You use The Jonas Brothers to secure the Fire Giant then engage on the enemy team. The majority of your team is back with you, so you use Wolf Pack to accelerate the fight. With your Wolf Pack movement speed and their Roofies slow, you catch up to them easily, but by now the silence is gone. you should be able to kill the majority of your team and you catch up with the runaways with Carlos.

Matchups
Alan is viable because he has AMAZING team fight control, very disruptive with his ultimate, basically as good as Hun Batz ult. Good crowd control with his ult his 2 and his 3. He has great mobility with the teleport and the buff, he helps his team out with WolfPack and HIS PASSIVE CAN GIVE HIM GOLD DO YOU REALIZE
A 7 years silence a ****ing 7 years silence. That's a new record for highest duration hard CC 4 seconds higher.
I know certain gods CC feel like they take a good time (like chaac silence) but most gods Hard CC don't last that long (most take max 3 sec). you can literately remove every god that is reliant on abilities (guardian-mage-ability based assassins-warriors (they do most of their damage with abilities IMO there basics are really weak) from a teamfight. and well I don't know how long your teamfights take but normally a teamfight is over or at least decided within 4-5 seconds especially if you can easily hit a lot of abilities/basic because of the slow. you give your team enough time to remove their mage and assassin and adc in that fight (which is easily with hitting some more CC and the ability damage).
Also you listed a DoT wrong
small tweak for your passive at which lvls does your passive lvl as you gave it sort of lvls
Also: his kit feels more fit for an guardian IMO because of the ult passive and most of his abilities
