When I customize them to a build, yes. Obviously not with items.

Nope, I usually don't because even skills are situational. For example: Neith
Most people would automatically tell you to max 1 over anything else, but if I'm losing my lane (for some reason) or the enemy team is heavily based around poke, I'll max her 2 for the heal. Many gods have a situational leveling scheme based on what's necessary

Some gods there's simply no argument, but others it's less apparent.
Zeus: Dying quick? Shield. Damage? Detonate.
Chronos: Escape? Accelerate. Damage? Time Rift. Trades? Stop Time

etc etc.

Hence why skill orders in guides will never be completely effective.

I personally don't use it. On Hel, for the most part I max my 3 first, but if the enemy is really aggressive and I get really low from clearing waves, I'll level my 1 first for the longer-range and less risky wave clear. If they have a lot of CC, I'll level my 2 before my 1. Plus in different game modes you level different skills, so even if I did use it, it'd be a pain to reset it every different game mode. Ultimately, a human calling the shots is gonna be better than a computer 9 times out of 10, imo.
