Pretty much every guide tells you to level up your ultimate first. I have two questions:

1) Do you ever level your ultimate not as often as possible? Who and why?

2) If you can viably level your ult later than most, is it a failure of design?

1) I not level it for Vulcan for example.... because its much better to take other skills at least in arena. There is many other gods where its not worth to level Ulti...

The only time I do that is if its a god with a useless ult

but most of the time lets say I am Ra and I'm on like 40 hp and I'm about to die, sometimes I will say **** it and skip my ult hoping that if I level up my heal I can survive and not die.

Basically if I need something on the spot and I am in danger is the only time I will ever skip a ult upgrade

I don't think it's a design failure if you can viably level alternative skills first, but I do think it is if it's not a hard choice, such as on Vulcan or Hel.

The three gods I can think of off the top of my head that I usually prioritize all other skills above their ultimates would be Vulcan, Xbalanque, and Hel. In the former two's case, I put a point into their ultimates at level five and spend the remaining four during levels seventeen to twenty. In Hel's case, I simply spend all five points in a row from levels sixteen to twenty.
