So I was in a conquest match and I went ne zha jungle. We had a hades mid against a RA. Every few seconds he was calling for help, because he built damage and RA could just celestial beam him and half his health was gone. So I tried to help, but there wasn't much I could do. So then he started calling me a noob and saying to report me for not helping. I didn't do to well in that game because my farm was disrupted. Even though at the end of the match I was lvl 20 and he 18. My question is; is it okay to report someone if they don't play the best game and for example not "helping" enough?

Well if hades was getting push a lot more than the other lanes you should really help. That's the jungler's job. If a lane is having trouble try to poke a bit till you can make them go back to their tower or even kill them.

IF you could explain the whole game of how you played and what was going on though I can't really say. But if the other lanes were also doing worse and hades was just being blind and not realizing you were halping the others then he was being an ***.

He can report you with some bogus explanation, but just you having a bad game and getting reported for it won't have any effect on you or your account :)

Unless you intentionally feed ofc, but don't think you would be lvl 20 if you did :p

And it's not the junglers job to win the lane for anyone, that's like saying its mids job to win both the mid lane and solo lane. But when a land is doing bad you just camp the lane a bit, that way the enemy knows you are keeping an eye on the lane and he will most likely play a bit more passive and give your (mid in this case) a bit more breathing room to farm.

well the neith wasn't doing so well, also the hades kept leaving lane and going back to base I tried to cover but it's kinda hard when you are at half health with only my 1 to push the minions.
