As you may know, Meditation is recommended on every god in Smite.
But what gods is it actually good on?

I know that there are a few, but I can't seem to pin them down. The only one I can think of at the moment is Chang'e. Are there any others out there?

Any mage who relies on spamming low cooldown skills, like He Bo or Chang'e. Some support gods, like Aphrodite. Some burst-y carries, like Xbalanque.

Honestly, I see it most on Ao Kuang, whose skills have fairly decent cooldowns, but can cost a lot.

Also, never use this is Assault, unless you are a healer. Shard is way too good in Assault to pass up for Meditation.

i grab it in solo when i realise that i dont have a very compitent jungler. i.e never dropping blue for me at all for the entire early game. it sucks but i deal with it like that. its a safety net for me at least.

Meditation is absolutely necessary on Kali. She is incredibly mana hungry early game and simply cannot do without Meditation. I tried several times to see if I could solve her early need for mana by building different items like Breastplate and Transcendence asap and they were not good enough. When they lowered the cd on her 1, that was good for her (somewhat) because so much is connected to it, but it only increased her mana hunger. Now that they have lowered the top end cost of Meditation, my starting build for Kali is rank 1 Tabi and rank 3 Meditation. It reasonably gives her what she needs for early sustain at the cost of some potential power. Kali can do without the extra power she would get from, say, Deaths Toll and rank 1 Tabi because her early game damage is considerable without items. I used to start her with rank 1 Tabi, rank 1 Soul Eater, and rank 1 Meditation to give her enough HP, lifesteal, and mana for reasonable sustain, but now that the cost of rank 1 Meditation is 300g that is no longer possible.

mainly solo gods, gods that need to stay in a fight, meaning when you get rank 3 you get hp back, so no matter what god you use it on its going to be useful.

Its basically useful on every god, the real question is do you need any other active items over that.

Uhm, what? That is completely backwards. Meditation is almost a must in Assault.

You do realize Shard needs to get stacks to be effective yes? And that you must be near enemies using skills to get those stacks? Unless you're a tank or tanky bruiser, being close enough to your enemies to build up stacks is incredibly risky due to the amount of focus fire that will get thrown at you. A single stray CC that you got caught in just because you wanted shard stacks will get you killed fast.

Also worth nothing that Shard is raw healing and at most, a Restoration Shard will heal 580 Health and 435 Mana with 29 (full) stacks. Raw stats are only good in the early game, but since Assault starts you at LV5 and quickly pushes your level forward, the raw healing becomes less and less useful as the game goes on and your health/mana stats climb higher. By the 10 minute mark or so, it needs full stacks to recover a respectable amount of health or mana, and you're left with an item that's borderline useless not just due to the raw numbers, but also because of how it has to be stacked up before it's effective.

Meditation at Rank 3 will always heal 75% of your max mana, give you a temporary MP5 boost to keep your mana from running dry for a while, AND heal 30% of your missing health. %age recovery scales MUCH better into the lategame than raw heals, especially on tanks and mana-heavy mages. It also doesn't need to build stacks, so you can play it safe. This is a much better sustain active in Assault than Shard in pretty much every way imaginable.

Put simply, there's a reason why players take Meditation about 95% of the time in Assault.
Waiting on a good new MOBA, please.

When that happens when I'm playing solo lane; I usually just go and get it myself.
