personally, I would make it Channeled*. The regen rate would go up for each rank, and instead of a cooldown, it would have a heavily telegraphing pre-channel, increasing depending on how long you channeled it before.

*as in, when you hold the activation button, the channeled thing happens over time, and you are rooted. Releasing the activation button would stop the channeling. Taking damage also stops it.

SmiteFire & Smite
