Cost: 600/1400/2100

+15/30/45 magical protection
+10/20/30% CC reduction
+5/10/15% cooldown reduction

Passive: Aura: Enemies within 55 feet lose 15% attack speed and 50 magical power.

The passive is... Odd I suppose. It feels like this item basically is a direct counter to Freya and Chronos. However, if that is your aim, you need to realised that attack speed is predominately found on carries (which I'm sure you know), so, in a way, you've created a free hinder to them without even intentionally doing it.

Also, I feel like you should make the 50 magical power drop either percentage based, or only for the damage you receive. With this item in it's current state, you are essentially removing around 1200 gold's worth of AP, which is definitely too high, and giving your allies a hefty amount of protections free as well.

HFB, I hope you realize that this is basically Witch Stone for mages. Don't forget - you could flip your statement and say that Witch Stone is an unintentional debuff to Freya and Chronos.

If Witch stone allows -25 physical power and -15% attack speed, then there is nothing wrong with this.

I do realise that. However, all carries rely on basic attacks (which are based of physical power and attack speed), whereas only two gods rely on attack speed and magical power. I just feel like this item is just too targeted. I mean, simply tweaking the debuff to affect more would be better in a sense. Also, these two attack speed debuffs stack. -30% attack speed is pretty annoying. I feel like you could substitute the attack speed for something else. Cooldown reduction does seem like the obvious choice, but not necessarily the best choice.

How about -15% cool down reduction?

As in, if a nearby cooldown is 10 seconds, the new cool down would be 11.5 seconds.
It's weird, but it might work.

I think maybe as opposed to the whole cooldown being raise when an ability is cast near you, the cooldown's timer is actually slower when near you. So say, every second off one cooldown is now 1.5 seconds as opposed to 1 second for your ability or something like that. I think that simply casting an ultimate when you're in the vicinity of this item and suddenly having an ultimate with a cooldown of 103.5 seconds even when you're on the opposite side of the map is really unfair.
