The problem isn't in lane it is in the rotations. Her ability to gank lanes and control early teamfights before the solo lanes starts rotating is her problem. That and she benefits far more from having a lot of power which if you want that and survivabilty you want a warlock sash as she doesn't have enough health to gain a lot of power from the ethereal staff alone. I am in no way saying Aphro is bad she has an incredible effect on teamfights later on even more so if you have a stronger hypercarry on your team. I just believe that there is a reason why in competitive games she is never drafted as a support because there are just better options. That being said season 1 meta a Kali and Aphro could 2 v 5 and win.

yeah that's pretty true but yeah normally I don't see healing support rotate much in any MOBA

(In LoL it will mostly be the jungler rotating and if a rotate comes from bot it isn't to gank still most healing supports have a better impact there anyway)
(In Dota a healing support won't rotate that will be done by a roaming support or the midlaner himself (as most supports that can heal aren't very strong in killing someone. Also do heals drop really quick as it's flat healing always. still you have some supports with heals that can be pretty powerfull (witch doctor))

The problem is if you don't rotate as a support and the enemy carry can survive then unless your over extended in lane most waves then the enemy carry will be ahead of yours and the enemy support will be ahead of you as well. That and if your all the way pushed up then your vulnerable to being ganked by the enemy support mid and jungler.
