The reasoning for 3 mana over hp is because tier one trinket gives just enough life steal that having more mana benefits more.
The life steal from this should keep your health nice and full before and after most engages plus the health gained from camps after the fact is nice not to mention the amount of power this hits for.
These items are for those who'd rather/need more pen, cooldown, movement speed, defense etc than more lifesteal in the build.
Relics to get you close or far or to just keep you alive.
This build for Ao Kuang is for getting in and out of fights fast with enough health for another engage. His single target damage is very solid allowing for quick kills, his team fight potential drops a little though because if he's targeted out escape can become difficult do to how squishy he is which is why lifesteal mitigates that some.

Dragon King's Sword
Every 20 seconds, Ao Kuang gets a stack of Dragon's King Sword. As long as he has a stack, his next non-ultimate ability that deals damage to an enemy god will consume a stack to have its cooldown reduced by 2s and heals Ao Kuang for 5% of his Maximum Health. Successfully executing an Enemy god with King of the Eastern Seas fully charges Dragon's King Sword.

Water Illusion
Ao Kuang Teleports forward into Stealth, leaving behind a watery form of himself. He remains in Stealth for 5s or until he attacks or takes damage.
Ao Kuang may activate this ability again to detonate the watery form, dealing damage to nearby enemies.

Dragon Call
Ao Kuang summons 6 dragons to his side. For every successful basic attack Ao Kuang makes, a dragon will dive to the target dealing additional damage. This ability ends after all dragons are used, or after 10s.
Ao Kuang may activate this ability again to send forward any remaining dragons in a ranged attack. The dragons damage and Slow the first enemy they hit.

Attack Damage: 30 / 45 / 60 / 75 / 90 (+30% of your Magical Power) per hit
Ranged Damage: 20 / 25 / 30 / 35 / 40 (+13% of your Magical Power) per remaining dragon

Wild Storm
Ao Kuang unleashes a storm of lightning from his sword, damaging all enemies in front of him. This will send a Dragon from Dragon's Call forth, dealing damage to hit targets.

Damage: 90 / 135 / 180 / 225 / 270 (+40% of your Magical Power)
Range: 30
Cost: 60 / 65 / 70 / 75 / 80
Cooldown: 7s
King of the Eastern Seas
Ao Kuang grabs a single target, damaging and knocking them into the air. If the target is below a Health threshold, Ao Kuang will also reveal his true form, becoming an airborne Dragon and executing them restoring Health. After transforming Ao Kuang then picks a new location to land, dealing damage to enemies within 20 units.

Damage: 90 / 140 / 190 / 240 / 290 (+50% of your Magical Power)

Heal: 10 / 15 / 20 / 25 / 30% of maximum Health

Not really an argument. You should elaborate on your point. Also Blue boots is currently popular because of:
1. Doom Orb/Blue boots start in Mid for mages (not Ao), skipping mage's blessing.
2. In Duo lane, it's common for mages to get mage's blessing and blue boots and pythags for 30% CDR early game.
And neither of these apply to Ao as he's a jungler. With some rare use in Solo lane.
Not that Blue boots is bad on Ao, but Purple boots is good on him too.
He can be built 2 ways but if you go attack speed route I would probably only bother with Demonic and Telkhines. I don't think Hastened is really worth it on him.
