Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. One additional option would be, in place of Divine or Devo's, you could grab Spear of the Magus. It subs well due to still having flat pen, but since that has some lifesteal, you could consider subbing out Soul Gem and getting a later Soul Reaver.
When I've played as Janus in the past, I really valued high CDR early in the form of rushing Chronos' Pendant. It enabled my Janus to farm more effectively during the laning phase while also refreshing his ridiculously long ult timer more frequently.
So, if we're not going Chronos' Pendant, what benefit are we getting instead? Double flat pen is arguably the best answer right now, which you have opted for. The damage potential that it provides is without a doubt shaping the meta for mid currently.
But when I look at this on someone like Janus, I'm not 100% sold on it. Double flat pen really shines on gods who have high lane pressure (i.e. Thoth). Depending on who your opponent is, most players can avoid your 2 pretty consistently in 1v1 scenarios. For this reason, Janus usually only wants to fight when he has a numbers advantage. Otherwise he's just hyper farming and trying to get to Late Game, where he is arguably the strongest. I also don't think he utilizes Divine Ruin very effectively as it can be difficult to apply onto multiple targets consistently.
All that being said, I haven't really played Janus in Season 9, so I'd be interested to hear thoughts from someone who has.
