Chains extend from Ares' shield, doing damage to all enemies in its path. Hitting a god shackles them to Ares, Cripples them, preventing movement abilities, dealing the same damage every second while slowing them by 15% and buffing Ares. While shackled, Ares can fire another chain for free within 2s. Jungle Camps take an extra +40% damage.

Mind telling which mode(s) and role this is for?

Some comments:

Your skill leveling is wonky. Your main damage potential easily comes from Shackles, and thus unless you're laning in Solo or doing a Jungle thing, then you're probably best suited to maxing Shackles ASAP. This would mean leveling it to 4 at level 7, putting a point into Searing Flesh at 8, and then maxing Shackles at 9.
Also, your main power jumps for Searing Flesh are at level 3 and level 5, when the added % max health damage per tick increases. If you're aiming for max damage, why are you stopping at skill level 4 at level 12, and waiting until level 16 to put in the last point? You should be able to max it by level 12.
Since your damage only increases by 75 per level of your ult, you can delay levels on that even further than you currently do, IF you value the protections from Bolster Defenses more.
You should consider Void Stone as your first magical protection item. Combined with the flat pen from Shoes of the Magi, you'll be dealing close to true damage against squishy gods at that earlier point of the match. Since it also is an aura item, you're still getting the power boost you're getting with Heartward Amulet.
Book of Thoth might seem to be an appealing item for him...but it's not. He does plenty of damage with his base ability damage + penetration. And you really shouldn't build it 4th...stacking is best built earlier. Same goes for Warlock's Staff.
Gauntlet of Thebes probably shouldn't be built 6th. It's a great item for him, but generally should be built much earlier.
Mystical Mail seems like an appealing item for him, but it's expensive. An alternate early build route to consider would be Gauntlet of Thebes 2nd, and Void Stone 3rd if you want that damage potential. Sovereignty should also always be an option, if you don't choose Gauntlet and want physical protections.
You can't build Void Shield, lol.

is a good alternative to 3rd if you feel you need more power. should be built 2nd if at all because you want those stacks ASAP. Also, as Bran said, none of the stacking mage items like or are worth buying because you're more than likely not going to be getting enough minion and god kills even in solo. Speaking of which, I wouldn't get . You'd be better off with no matter where you started (unless it was in jungle, but there are better jungle guardians than ). If you're playing support, it gives you the extra gold you need to bring your items online faster and if solo, you can let the tower kill the minions and still get gold and XP from the waves without having to worry about being out-cleared.

The only mode I would even consider this build is in arena because it's the only one with a high enough gold spooling to allow you to even finish off the build. I certainly wouldn't use it in conquest and it's too risky for assault. This might pass in casual or low ranked conquest matches (Silver and below), but you'll be easily steamrolled over once you start facing teams that know what they're doing.
