Hello there! It's Sir_Xanthos here. I have decided to make a build for Chang'e on here because every build I've seen has something I don't personally find useful or relevant to her. They add in an item here or there that is of little to no use to Chang'e. Hopefully my build works for you and if you have any ideas on improvements please feel free to let me know. Positive comments or constructive criticism only please.
"Shoes of Focus"
-Chang'e really thrives on her use of abilities. The faster you can use the abilities the better off you are. The cooldown reduction on these shoes will give her a decent start.
"Book of Thoth"
-Since Chang'e relies strongly on her abilities, she uses mana like none other. While her "Moonlit Waltz" does provide her a way to regain mana, it's not a whole lot of mana especially early game. The "Book of Thoth" provides a bunch of mana as you gain stacks. It also converts 3% of mana into magical power which is a great bonus early game.
"Chronos' Pendant"
-This item is really only added in to give her max cooldown reduction. I go for this over the "Breastplate of Valor" because Chang'e excels in fighting if done right. At max cdr she can use her "Crescent Moon Dance" and "Moonflower Dance" every 2 seconds or so. Which is helpful if you're chasing someone down. The bonus movement given from using these abilities helps as well.
"Rod of Asclepius
-This item is used solely to give her bonus healing. Her healing helps her not only stay in lane longer, but also sustain in team fights. The bonus healing to teammates also helps the team in team fights.
"Soul Reaver"
-The passive of this item is just beautiful. 15% of their health taken from them for just using a damaging ability. Yes I know that if there are multiple people it will be used on the person with the highest max health, but it still helps because that puts the other person lower and makes it tougher for them to finalize the kill on you.
"Rod of Tahuti"
-This item is more of a luxury item in some game modes. The cost of it is quite high but it pays off. The amount of damage you output with the use of this item is great. In conquest the chance of reaching the item is higher than in most other gamemodes.
"Greater Purification Beads"
-While Chang'e has an ability that can negate crowd control, the 5 seconds removed off of ability cooldowns is great. It'll help you use her "Moonlit Waltz" sooner.

This is a good build! However since this is a guide, I can't really express my opinion on build-only guides.
Thanks for the good comment. I apologize for not including skill order. I will eventually add that in but currently I don't have a perfect memory of when certain abilities are able to be upgraded and when they are not. Depending on the situation I change the way I upgrade skills. If my team can't hold their own and stay alive I go for the 3 and heal my team for the most part. If my team can stay alive I go for the 1 and do more damage. Sometimes I upgrade them more or less evenly but going for the heal first just to sustain a bit more.
