This will give you enough sustain to last a good while, and I can almost always stay until I get enough for the first item.
(The health chalice will stack with the multi potions giving you both stacks of healing at the same time)
Only buy either Sovereignty or Heartward Amulet, not both
This is a general build, but by no means the best. Late game the boots can be sold for something else as well. It really depends on what the enemy team is building, as well as what your team currently needs.
Void shield is for when they have squishy assassins.
Nemean Lion is for when they have hunters.
Valor is for when you need the extra cooldown.
Contagion is for when you need antiheal.
Runic shield and Ancile are both great for magical defense as they also give you power. The runic shield makes you tankier, while the ancile will silence their abilities.
Genji's Guard is for when you need extra cooldown.
Pestilence is for when you need antiheal.
*Special Notes*
Spectral if they are building crit.
Masamune gives power, while also giving some minor defenses as well.
Blackthorn is a good damage item, with cooldown and mana sustain.
Golden Blade will activate with the line part of your first ability. This will clear minion waves extremely quickly.
Same thing applies to Hydra's Lament. So if you are building for damage only, this is a must have item.
Pridwen can stack shield with your ultimate upon landing.
Relic Dagger is a great item if you are going for a more supportive role.
Gauntlet of Thebes is almost a must have for a pure support build
Runeforged Hammer can provide a huge damage boost because of how updraft works

This is my first time making a build, so I hope it helps some people. I really enjoy playing Horus and I generally have a lot of success playing with him. I love warriors in general, and I have always been kind of a tank/support player in other games as well. Horus seemed to be the perfect fit for my playstyle.
I mostly play Joust, with a little bit of Conquest. This is my main build for Horus, but everything is situational. I really don't like to limit builds in terms of specific items or combos.
Feel free to mix and match your own styles in however you see fit.
Without further ado, here is my first guide.
There is only one item that I really think is 100% necessary.
The Caduceus Shield
caduceus shield
This may not be true for some people, but I don't think there is any reason to not have it. Unless you are building a 100% damage with no protection at all build. But otherwise, it is almost made for Horus.
30 power is a decent boost in damage. It gives you decent scaling in your 1 and 2, and even a minor boost in healing to the 3. (It is actually quite big, but I will get to that)
35 of each protection is a big deal. This leads to very good stonewall potential. Horus can be near impossible to kill if the enemy team does not build to counter this item.
100 bonus health is not the greatest, but it does increase the potential of what this item can do for you defensively.
The passive ability of this shield is what takes it from good to great. The healing for your, and all allied god's, abilities is increased by 10%. On top of that, if you have taken or dealt damage in the last 5 seconds then it heals for an additional 15%. This means you can get a max of 35% more healing in addition to the bonus power and protections this item already grants.
Protector's Surge is going to be your main gain in healing. You are affected by the aura of your item as well. So this can add a lot of extra health to you and your allies in the time of need.
The passive ability Resolute is affected by this as well, which only increases your overall effective health. You do not even need to do anything to gain these benefits. Your passive will activate automatically.
All these added together makes me personally love this item. I never build Horus without it. I normally either rush this item first thing, or I get a specific magic or physical protection item first. It will always be in my build somewhere. But I understand it may not be for everyone. Pick and choose as you see fit, but this item should heavily be considered as it gives all the stats you want and has a great passive.

Pros
Very good individual god CC
Good early game damage
Extremely tanky and resilient
Can use ultimate to cut off enemies/bring backup to fights
Can provide healing for the team
Cons
Bad multiple gods CC
Cripples are highly effective
Can be killed during ultimate
I wasn't sure where else to fit this into the guide, but I felt it was worth mentioning. If you are planning on building a high damage output Horus, then there are two items you absolutely need.
Hydra's Lament and Runeforged Hammer will make Updraft one of the scariest things to get hit by. Using both of these items can make the windblast from the second part of Updraft do a bonus 55% damage. And its already Horus' most damaging ability.
This is a very situational thing to do. I don't see it as something to get very often, but then again I am also a much more defensive player. But the synergy between updraft and these two items is kind of ridiculous.
Alright, well that is it. Hopefully this helps some people figure out how they want to play Horus. He is one of my favorite gods, especially since he can be built for either major damage or defense.
That being said, he can always be improved upon. Maybe I provided just a little bit of extra knowledge for some of the item interactions. Let me know what you guys think of the build. Thank you for reading!

When you talk about Horus' 1,
As for why Oni Hunter and Shoguns were not options, I definitely think they are good options depending on the team comp. I just tried to keep the items as limited as possible. I prefer the guides that I read to give the general idea of why certain items are listed, and then branch my own choices out after that.
I do appreciate all of the feedback though!
If you also make Thebes core (and keep in mind the notes say get Sov OR Heart, not both, so I assume it's based on higher god type), then it takes away space for items identified with more utility or hybrid functionality, and based on the title, that's the obvious direction the build is looking to take.
The notes DO say that Thebes is basically core if you're going for a "pure" support build, and I think that's fine, though I do wonder why Shogun's and Oni are left out of the options.
And I wonder the same especially since more selfish items are in there. Like
Also I myself would preferably swap nemean lion with
