9 out of 10 times I'll go with Mage's Blessing, but I have had success with Specialist's Blessing too.
With the cooldown from your blessing, this brings you to 30% cooldown, and max with blue buff. This is usually good enough for Hel, and I do not like to go lower. With Spear of Desolation as 4th item you'll be at max cooldown without needing blue buff, and can take red buff when possible.
Typically go spear first, unless some high magical damage dealers on opposing team.
Will usually go Ethereal Staff in 6th item for some extra survivability. If being bullied by physical damage dealers, I'll go Celestial Legion Helm in 6th. If enemy healers, Divine Ruin is the play here.
I know I know, meditation is a no-no, but because of her dispel she does not often need beads.

Can swap cdr boots for pen boots, soul gem or reaver for chronos' pendant, etc...
Asclepius, Tahuti, Oni hunters , genjis, breastplate, mantle , magi's cloak can also be considered.
If considering Specialist's Blessing, which I feel is actually great for her in Arena, then I would bypass Shoes, and instead get an early Rod of Asclepius. Those two combined will cover your general MS needs until you replace the Blessing late. At that stage, you can consider getting Shoes late (seems weird, but it'll work), or consider another item with MS...for utility purposes, my pick would probably be Shield of Regrowth, as she'll also appreciate being a bit less squishy with the health it provides too.
As you can tell, my preference if picking Hel in Arena would be for utility/healing, not for damage. If I see a Hel going damage as this build basically suggests, then she'll be a main target, since she has no escape.
You can still go damage build Hel in arena, maybe you will need a discord or magi's (then again she cleanses) if you're focused but perhaps your tanks can peel for you if need be.
Pretty sure the only non-conquest blessing that is even worth it is Attacker's Blessing.
And anyway I did list alternatives for the picky ones.
Also considering you see Hel as a main target in arena, I cant comprehend why you would even fantasise the idea of delaying boots for that long. If you want an early Asclepius get tier 2 of it and then take the mana buff. Or tier 1 boots and tier 1 staff.
Regrowth is a fair choice you could swap soul gem for.
And honestly, I can only speak to my own games. If I see enemy healing, and I'm a god that it makes sense to build BBS, Pest, Divine, then I'm building it. So it's not that rare in my own games. And the people I play with, like Boogie and Gulf, are typically good about spotting the need as well.
I'm saying if I see Hel building full damage (rather than utility/healing), then she's an automatic target, as her own sustain will be somewhat hurt...with not much added health or protections. Getting Specialist's + Asclepius as first 2 items means her MS is standard.
My other option as Hel wouldn't be getting Mage's Blessing, personally. I would typically build no blessing OR Specialist's. If no blessing, I'd build right into Shoes, and continue from there. If Specialist's, Asclep right after.
And I do feel Specialist's is functional, specifically for Hel in Arena. Moving very quickly into Asclepius with no real drop off in standard MS is very functional in my mind.
Meditation is such a terrible relic in arena. Your base is so close.
