Skadi is one of the strongest hunters in the game when it comes to burst and pushing, and this build works to compliment those points. In my opinion this is the best build out there when it comes to Skadi being able to do damage at end game.
The reason these Items were chosen is that they maximize both her basic attack and ability damage without one or the other lacking.
Transcendence: For the mana and power it grants at max stacks
Warrior Tabi: The power helps Kalder and Ninja tabi dose not really add enough Attack Speed to be worth the power drop
Qin's Sais: Helps hurt high health targets and Attack speed
Asi: Life steal and Attack Speed and the pen really helps too
Deathbringer: Crit and power, self explanatory
Ichaival: Attack speed pen and power, to just shred people with your autos.
Cooldown items like Jutoon's take away from her auto and skill damage so its not really worth it. Her cool downs are a little long but thats not really a problem.
Golden Bow can be purchased early game for a faster lane clear if needed. But it is not recommended as it is a waste of an item slot as its worse then any of the other items in the list at end game for this build.
Pros: On a 1 v 1, so long as they cant get close and stun, you will win every time. Your burst is so high that not even Guardians can survive your full on attack. You will be able to shred anyone you see. Easy to turn team fights in your favor, and great for ganking. Very strong endgame, as your abilities rival burst mages in damage and your a hunter with good auto. You will be top of the score board in kills and damage if you know how to play Skadi and your game mode.
Cons: You are very easy to gank, as you have no escapes (thats why Sprint and Sanctuary are taken), so you need to be wary of your surroundings. You do not have short cool downs so managing lane clear and poke is very important so that you are ready for team fights. You cant just relay on Auto attacks or just your skills, you need to use both effectively together. Slow early game start due to the need to stack.
This build can be considered a late game glass cannon. You will hit hard, but cant take much punishment either. You can easily kill and die. Its a build where map awareness and teamwork really make it work, but you can still make an impact on your own. THIS IS NOT A FORGIVING BUILD!!!! If you are new to Skadi or the game, be careful with this build as it does require knowledge on when to use Skadi's skills.
Overall this is the best build for Skadi when in comes to damage as it does not sacrifice your skills and Kalder's damage or your auto attacks.
Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. And, instead of clicking a map, you use WASD to move, dodge, and fight your way through the detailed graphics of SMITE's battlegrounds.

Transcendence is a powerful item to get, but it has a major flaw, and that is if used early game you are very slow to scale in damage, so try getting Golden Bow to help clear waves faster at the start, and to help stack faster. In a 1 v 1, Transcendence and Asi should swap spots in purchase order.
I personally do not 1 v 1 that often and I certainly do not play it ranked. So I am not be the best person for tips on how to deal with Artemis. These are just some things I would do to try and deal with it. Best advice I have is keep your build open, and build for the situation. Do you need more life steal, or do you need defense. Are you getting out traded, or are lagging behind in levels due to slower lane clear.
I hope I helped, even if a little, and sorry that I could not give you a straight forward solution to your dilemma.
