This build is what I have found to be best in season 4. As Items are changed I will make an effort to update this build until it becomes a comprehensive guide. Although this is very similar to other builds out there, the main difference is that as a penetration option I prefer hastened Fatalis. In season 4 it added +10 Physical Penetration making it a strong option against gods who do not opt for protections. If the team is building heavy protections then you should lean towards Stone Cutting Sword then Titan's Bane to shred.
This season there is a lot more mobility for the Jungler's start but the build shown is for a standard start. I begin with Special delivery this season because it is essentially your lane clear and you are hitting lane not camps first. From there we go Maximum Velocity because its attack speed and movement speed buff also gives a little bit towards your power netting more damage than the extra hits you gain from Made You Look which you will hit third usually as you are now in your camps. Again Maximum Velocity in my opinion is the strongest ability for the mercury build as it also buffs your other abilities. Max this out first. Then Made you look for a larger radius on your cheap shots once because by that point they should be doing some crit damage. Take your Ultimate whenever possible and finish with Special delivery.
If you decide to take a different start, like hitting either your jungle or your opponents, start with switch made you look with Maximum Velocity but only until level 5.
