As neith it is your duty to provide your ult to help your team. Meaning if you can provide a stun so the jungler (or anyone else) can get a kill do it. Also, if your team gets a kill, you will most likely get an assist which puts you slightly ahead of their adc.
I have played a lot of smite. I can almost never get ADC/Hunter to play Neith. Usually when I call it or I am in league they let me go it, someone instant locks then says they are ADC.
Early 'Laning'
This is where you farm as much xp and gold as possible. You try to get kills/***its whenever possible. You want to get ahead of the emeny adc.
Mid 'Team Fights'
Usually everyone goes to mid lane and team fights start to happen. You have to be there, don't let your team 4v5 unless you are positive they don't need you.
Late 'Team Fights -> FG/END'
If your team wins/loses a team fight then FG is going to be a possibility. Ending the game is another one. If they win the team fight and get FG try to get a pick without losing anything, play passively because you dieing may cost the match.

That said: I do want to make a comment on the surrendering bit. While in your example, yes you should surrender if you are 30 kills behind, many times people will start a surrender vote 1k gold behind or when the only person who out levels one of your gods is the enemy support. In my personal opinion, I feel the surrender function ruins the game. In dota, if you are behind you learn to play from behind. Most people tend to play exactly the same from behind as they do from ahead. Going for teamfights when your enemies are sure to win that fight??? It doesn't make sense.
I don't know. There are plenty of games where I cue with my friends and playing fro behind is no issue and we still win. Of course of I solo cue if we are 2 kills down at 10 minutes the surrender votes start. I wish that surrendering would be disabled until you hit level 30, that way you at least learn how to play when you aren't getting fed. A few of the guides on this site literally say "Once you are fed do this"
