The Morrigan has become one of my favorite gods to play mid. Her ability to burst down practically anyone (besides supports) is so amazing to watch and experience. I've been testing out different builds, and this burst build gives me exactly what she is built for. She is rated as "Very Hard" (the only god at this rating) and this is because you need high situational awareness for her Ultimate to be useful. Other than that she is easy to get the hang of. With this build you'll pump out constant damage, keeping your enemies on their toes.
I provided multiple items for certain PO slots because you want to change the items up as you see fit for your current game.
Starting Out: Sands of Time gives you the early CDR along with MP5 that The Morrigan needs early game. Once you have enough gold, back to get Shoes of Focus. I chose Focus shoes over Magi because of 3 reasons. Her early cooldowns are a bit higher and choosing Shoes of Focus helps you get your combo off more often. If you feel like you need some early pen, go with Shoes of the Magi.
2nd Item: My 1st choice for your second item is Warlock's Sash. The health and mana are great for utility, and you get a large amount of power at full stacks. I added Bancroft's Talon for the high base damage, and the lifesteal (which you might need depending on how your laning is going). Pythagorem's Piece is up there if you want lifesteal and some more CDR, but you lose the early damage.
3rd Item: If you didn't buy Bancroft's as your 2nd item, buy it here as your 3rd item.
4th Item: Spear of the Magus is my choice because you'll need penetration eventually, and getting it early game is more beneficial in my opinion. You'll benefit from the extra CDR and then the flat penetration works in your favor. If there are healers on the enemy team, consider going Divine Ruin.
5th Item: The Morrigan was built for Polynomicon. Refer to my Skills section as to why. Your burst damage spikes heavily with this item.
6th Item: Finish off your build with Rod of Tahuti, putting your damage into the 600's.
Relics: Aegis Amulet and Purification Beads are my go to items, but I included Sunder for securing kills, and increased damage with your combo. Heavenly Wings and Horrific Emblem can help you escape, but also provide a good chase tool. Combining these 2 with Confusion makes you a very mobile and deadly character.
Deadly Aspects: I don't use this as her wave clear because you can't hit all minions. Although it does do about double damage of your 2, the cooldown is high and therefore you can use your 2.
Dark Omen: This is the bread and butter of her kit. For me, this is her clear because you can hit the entire wave and enemies with it. With Sands of Time you can continously have this ability ready without losing too much mana. You'll want to max this first, so point skip at level 4 and level 8. Doing this will have you max her 2 at level 9. The extra damage given when you hit a god with your 1 is equal to the damage of your 2's initial damage. Make sure to use this before hitting enemies with your 1 so that you proc your extra damage.
Confusion: I choose to level this ability at 7 to get more damage and levels into my damaging abilities. If you find yourself needing the mobility and escape, get this ability earlier.
Changeling: Level this at 5 like any other ultimate. The only benefit of leveling this further is lower cooldown which helps, but you're not going to get anything else out of it.
The Morrigan was built to be a burst character, and you want to take full advantage of this. Hitting enemies with Dark Omen places a mark on them. They will then take bonus damage on the next damaging ability that you hit them with. Hitting enemies with Dark Omen, and then immediately following up with Deadly Aspects will do a massive amount of damage.
With Polynomicon in your kit, you can really maximize the burst. I included the damage dealt to Odin Bots next to each ability (Level 20, full build).
Dark Omen (424) --> Polynomicon Proc (497) & Basic Attack (234) --> Deadly Aspects (828) Marked Target Bonus Damage (828) --> Poly Proc (497) & Basic Attack (234)
That's a grand total of 3,542 damage in about 4 seconds.
By the time you use this chain, Dark Omen only has 2-3 seconds of cooldown left, setting you up for the combo again.
If you can't hit your combo at that moment use your 3 or ultimate to escape or to chase down the enemy.

Many people only use Confusion as an escape, but it is an excellent chase tool. At max rank you gain 40% movement speed, allowing you to move in and out of the jungle as you see fit. Even as a mid laner, look for opportunities to use Confusion to position yourself behind the target, and then quickly use your 2-1 combo. This causes a lot of chaos and gives you a sizable amount of lane pressure.
Look for squish targets you can quickly take out during team fights. The Morrigan doesn't have the "best" team fight abilities, but your 1 and 2 can hit multiple targets. You want to position yourself so that you can still make a difference in the team fight but you want to focus on the straggles of the enemy team. Picking them off one by one will benefit your team.
Your ultimate is key to team fights. Changing into a Ares or other gods with hard CC sets your team up for multiple kills. If you need an escape, changing into a higher mobility god (gods such as Thanatos, Mercury, Arachne, Awilix, ect.) can sometimes guarantee your safety.
In conclusion, The Morrigan takes some time to get used to. Once you know how to effectively use her combo and ultimate, you can decimate the enemy team. Keep your enemies on their toes and make them fear how much damage you can churn out. Don't forget to have fun and remember, "Luck isn't real".

Warlock Sash shouldn't be considered as a main option in general especially not for any mid lane mages. The item is expensive to build into, and even once you've purchased it, you won't get much benefit from it until you get plenty of stacks.
You should also consider more penetration in your build if you're going for a full damage build. The only penetration you currently have in your build is the 20 flat penetration from Spear of Desolation. On paper, 20 flat penetration may sound like enough but that is only assuming that your targets don't have a lot of natural base magical protections, and that they aren't gaining any extra protections elsewhere (from items, from teammates, from aura items).
My suggestion would be to swap Bancroft's Talon with Obsidian Shard, and then swap the order of Obsidian Shard and Spear of Desolation's, for a smoother power curve as well.
