I just did this build in 3 different but similar ways that you may choose depending on your gameplay and, of course, the circunstances.
The opal accorn makes your Dart to shoot 6 lightnings to nearby targets and those trigger on-hit effects. That is the reason why I put golden bow and - when it appears - bloodforge (instead of asi, for example). You can try replacing Golden Bow for Rage, but I dont think it will work as good (see Mercury guides).
The actives I recommend are Sprint+Aegis, but it depends pretty much of who you are facing.

Well, as you have probably seen, all 3 builds have their own weak spots. As a personal choice I'd rather have the max cdr+crit, but it is very good for ganking and stuff. For arena (or assault) it won't work as good, since you'll be always on sight (unlike Loki, who can go full damage but remains invisible) is good to have some lifesteal to endure a bit more on the battles so you can Dart out of them if needed. Another thing of this build is that it wont be very good to 1x1 against another assassin or hunter (unless you can burst your skills on them), maybe even against a warrior, since you are very fragile and won't have your sustain. Keep in mind that it is a gank, blow the **** out of the god, and leave build.
If you choose to not go to Max CDR, keep in mind 2 things: Ratatoskr is a caster god, so you will want to use your Flurry Of Accorns and your Dart (as a combo) as much as you can. Your Accorn Blast is also very good when you are close to your enemy, so they will be hit by more than just one accorn. Another con on this version of the build is that you loose some penetration, which may be bad if you are going to face a tanky god.
The Low Crit version of the build reduces your general damage and also don't allow you to use the full power of the Golden Bow. On the other hand you'll have a lot of penetration and lifesteal, so it might be a good option to face tank gods as guardians or warriors.
Honestly, I don't think this build will be very good on Joust Ranked, since none of them is very effective for 1x1. On the other hand, for Conquest Leagues you will have a hight mobility and hight damage jungler with fast and powerfull ganks for your team.
I'm not very used to jungle, but I put both HOG and FOG as options since you might want to stun your enemy on a gank or just to buy some time to flee from battle.

or even a phys defense item to make those quick in an out tower dives safer. I like Mystical Mail because I like to stick to their ankles anyway and I've actually secured a number of kills which would have been near misses from the tick damage. Hide of Nemean is great too and I've scored plenty of "fooled you"'s on people by using it in my rat build.
