Starting item is optional, but this build needs Cannoneer's ASAP for the guaranteed stacks.
Get Flames online ASAP to start building more stacks.
Patience and teleporting are key to maximum stack progression. Building Cannoneer's first helps guarantee a stack per Flames. Don't forget vision! Timing backs with
Building CDR increases the amount of 1s you can activate. Jotunn's Vigor is nice because it snowballs into a lot of life-steal later. I would like to attempt to make Trancendence work because the mana would be nice. Splashing protections and sustain will help as well.
After you're comfortable with the amount of stacks you have (preferably around 100), sell Cannoneers and replace it with a crit item. Malicious Deathbringer is great because it reduces cooldowns at a brawler's pace.
The last item is up for grabs depending on the enemy team. It will probably end up being an anti-heal item. Stacks this late are questionable, but Surtr only wants to be in lane so it seems okay.
So Surtr stacks seem bad at first, mostly because it's so hard to time early game with how little damage you're capable of. Not to mention how annoying aiming auto attacks can be. Cannoneer's passive all but changes that. Surtr's 1 buffs his next auto attack, and Cannoneer's passive executes the next minion hit, granting a stack to the ability.
In a normal game I have gotten around 100 stacks if rotating can be avoided. That is an extremely lucky game though, not missing many hits. The true checkpoint you should be hitting, and the more realistic one, is the 15 minute mark. At 15 minutes the goal is to have around 50 stacks, all to make it easier to get stacks later. Your stacks represent something very interesting, because Surtr is a Warrior he does physical damage but his 1 deals magical damage for every stack. Whether or not that will confuse the enemy enough is unlikely but it is still neat.
I have yet to find the right mix of cooldown and crit, but it all revolves around utilizing the stacks you've built up. I need to research whether or not the magic damage is multiplied by the crit. Attack speed would not be bad, but neither would mobility.
