I like to start mace and rush crusher, but morningstar into Transcendence is also viable. This is discussed below.
I always run Soul Eater, this takes your 2 from minor sustain and makes it into a tool to keep you on the enemy. At the time of this guide, this core gives 30% CDR. You can either choose your optional finisher to fill out the last 10%, or get it from potions.
Read below to see why I build abilities in this order.
This is the slot I'd build reactively.
If you'd like to build a glyph these are my recommendations.
Magi's Revenge works well if you choose it as your final item. This is the more simple path.
Should you opt for Jotunn's Cunning it is a bit more difficult. To be optimal you should drop 10% CDR from the core build. I'd recommend dropping Bumba's Hammer for this and then putting a bit more emphasis on the tanky items in the optional finishers section.

Few Changes honestly.
Combo #1
-Use your 3 to grab them.
-Use your 2 to follow up for a slow and a lot of damage.
That's it.
Mulan is very simple in this regard, this is pretty much your bread and butter. If you miss, that's okay just close the distance by walking or leave. You will mostly use your 1 as a way to deal extra damage while already fighting.
Mulan has a fun and interactive passive unlike any other god in the game, she levels her abilities by dealing damage. This is why we max our 2 first.
To cite it directly:
"Mulan utilizes a Sword, Spear and Bow with her abilities and can gain Skill towards them by damaging enemy gods. Her expertise in each weapon provides different bonuses. Mulan also gains a buff every 10 seconds that reduces the cooldown of the next non-ultimate ability used by 2 seconds."
I will hereforth in this section refer to Skilled, Adept, and Mastered as levels 1, 2, and 3.
So, the level 1 change for each of these abilities isn't too crazy. The 1 gives you bonus attack speed, the 2 turns on healing, and the 3 gives your temporary protections when you hook an enemy god. But oh boy level 2 is fun. Here we gain:
Remember when playing Mulan that you want to deal as much damage with your abilities as you can. Minions give you 1/5 the training arc experience as gods but that's still solid. You should always clear with your 2 first and then your 1 so you can scale up for the late game.
A good way to double up is to use your 3 to grab an enemy god standing by archers to pull them up into the middle on minions and hit all targets with your ability.
Mulan has a great ultimate.
Or at least I think so.
The ability fires a wide dash that makes her CC immune and roots all targets damaged, then if you dealt damage to an anemy god fires two projectiles when you aim freely. You can cancel the ultimate at any time after the dash.
Divine Mastery has a 90 second cooldown, or 54 seconds with full 40% cooldown built.
This is a quick cooldown so don't be afraid to use your cooldown to run. IF YOU'RE TRYING TO RUN, CANCEL THE ABILITY AFTER THE DASH. I cannot tell you how many times I've died like this but it's rough to get away, not realize you hit someone, and be stuck at the end of the dash waiting for more animations.
The ultimate also scales your protections up while it's active so you can dive towers when you have a decent amount of health.
Finally, this ult is a CC train. It's a root, then a knockup, and then big damage. You can often easily mess up a mage or a hunter by grabbing them with your 3, doing the combo, and then ulting right after. This can often be lethal.
Alright so how does map presence work?
With Mulan the first rotation is kind of tough. You might get some cheeky mid damage but... that's usually not worth it.
We start at Yellow Buff, then clear that side's XP camps.
After this rotate to mid and try to get the XP camp there. Wait for cooldowns and try to snag the enemy mid with your 3 - 2 combo, which you'll have by now.
