With the loss of Shaman's ring and the rework of spear of the magus, your ult is going to be hitting for far less than before 7.0. Therefore the focus of this build has shifted from weakening the target then proccing the ult, to being able to put out large team fight damage and being able to survive to peel. Thebes is a fantastic starting item for the health and both protections Pridwen maintains it's use, give Terra the cooldown she needs and make her able to use her ult to stay in the team fight longer with the extra shield.
Take a defensive item to stay in the fight longer. If the physical gods are a greater threat, this tab is for you. Mystical Mail is still useful for the damage and health, but Terra's ult being weaker due to the removal of Shamans Ring and rework of Spear of The Magus has lessened the usefulness of this item. Lotus Crown is a fantastic item on Terra, as her ult and 3 can proc it on her allies. If you're being melted by a physical lifesteal god, such as Pele, then grab a Contagion over Lotus Crown.
Take a defensive item to stay in the fight longer. If the magical gods are a greater threat, this tab is for you. If no one has built void stone yet, its a great little item in general. If you're being melted by a lifeteal god, such as Anubis, then grab pestilence.
Spear of the Magus gives Terra the pen she'll need at this point, as well as capping off her cooldown reduction at 40%. Ethereal Staff gives health, and its passive is very useful on Terra due to her teamfight potential. The longer you can stay in the fight, the more you can steal with it's passive. The extra magic power is great too.

NOTE: This build is mostly for messing around in arena. While Bruiser Terra is fun, there are definitely better builds out there for conquest. I personally think it's pretty good in joust as well, as there is much less space for enemies to run from your massive radius on your 3/ult.
Building bruiser Terra has changed a lot due to the loss of Shaman's Ring and rework of Spear of The Magus. Your focus has shifted from weakening opponents to burst them with your ult, to dishing out large amounts of team fight damage while being able to stay in the fight.
Your skill order doesn't need to be specifically what I posted, that just tends to be where I gravitate. Some people build her 2 first, personally I disagree. Start with your 1, in conquest this can be kind of rough but once you farm to level 2 it will be much better. Take your 3 second, and use it primarily for its root/damage/1 refresh. Finally, take your 2 third. After this I recommend maxing out your 1 first, then your 3 for extra shatter damage, and finally your 2. Upgrade your ult as soon as you can unless you think you can squeeze out another level while its on cooldown.

In regards to the boot/blessing, the blessing you go with is pretty much personal preference. I like mages for the early 10% cooldown reduction once it's stacked, but you could easily go something else if you want. Regarding Pen boots, that is also fine. I use focus for the early cooldown, because Terra really needs it, but if you'd rather rush a 20% cooldown item and start with a more aggressive boot/blessing combo go for it.
Finally, Spirit/Mantle. They're great items for sure, but using them is more in line with a traditional Terra build. If you want to play more defensively, go for it! However, the reason I go with Shaman's ring and Spear of the magus is because these two items are great for an aggressive Terra for two reasons: an ulted target needs to be hit to proc her ult, so as you are hitting targets to proc said ult, it reduces their magical protections and increases the damage they take from you. This allows your ult to hit harder, and makes it much easier to mop up kills that survive your ult. There's nothing wrong with the build you're thinking as far as I can tell, but it is definitely less aggressive than the one I use.
There are some specific points that are incorrect, and need to be fixed.
