I've recently been playing a lot of Kali, basically maining her and Odin. I like her kit a lot as it is, I don't think a leap would be appropriate with her. I find that building items like Heartseeker and fatalis in combination with her 1 make the chasing awesome later in the game when you are basically flying around the map with that speed and don't forget the speed buff. I think what is needed is her 3 needs to have a slow instead of a drain element and/or her 1 needs to have the lifesteal added to it, not a lot just enough to help with sustain in the jungle and justify puting points into it. Her ult when at max speed whipping around the fray of gods just confuses people, and could probably use some better damage scaling.

Just my 2 cents.

I could also see her 1 having a limited speed burst within the first 2 seconds (like a blink effect) to close the gap and maintaining the damage boost for the final 3 seconds to help with initiation then damage once you reach the target.

Something is needed obviously. I agree a dash doesn't seem to fit. She needs better initiation though. I think they should change her a little at a time. I think the place to start is to give her a serious slow, but with her 2 not her 3, and scale up her ult as you suggest. If her ult was reasonably scary, which the slow would help with, then that might be enough together with the recent reduction of her cd times. Her ult is garbage. She can be killed to easily while in it because most people know it doesn't output enough damage to worry much about. One other tweak I would like to see is her 5% passive lifesteal with the extra 20% when below 25% Hp be changed to something more constant and reliable, like 15% lifesteal all the time, like Freya's necklace.

I think that is reasonable and might be enough to make her competitive. Having a slow she could have an active spot open for combat blink to give her a sorely needed escape, or for aegis, beads as needed. Other than her ult, she lacks an escape. I would love to build blink on her when possible for that reason, but I find that creeping curse is at present more important because she has no slow and, of course, you have to build her with Meditation to curb her early mana hunger. Those two items seem to be the only way to keep her aggressive. I see people like to build Jotuun's on her early, but I don't think that is the way to go, especially now that they have reduced the cd on her 1 and 4. She doesn't really need cooldown. Jotuun's only tended to make her more mana hungry because it allows you to spam her abilities and the 150 mana it gives isn't close to what she needs.

Hopped, I have to say I like her high attack and move speed, and with a lot of lifesteal, especially since they raised the lifesteal cap...Bloodforge in particular. I think Bloodforge's passive works well with Fatalis's passive: scaling power, scaling attack speed, scaling lifesteal...it is good stuff of Kali.

I have never build her with Heartseeker because I tend to live too dangerously. That is a nice way of saying I suck and die too much. Along with Fatalis and her innate swiftness, she must be like a rocket ship when you press 1.
