Rush Book of Thoth and stay within a quick hop to the tower while you are vulnerable.
Book of Thoth provides a lot of power, MP5, and mana to start
Warlock's staff also expands your power, health, and mana pool
Book of the Dead then capitalizes on your mana pool. Along with Warlock's staff, you have good survivability against burst damage damage (e.g. Thor, Poseidon)
The order of items 4-6 will depend on your opponents. If you need anti-heal, take Divine Ruin #4. If you are dealing with a lot of magical protections, take Charon's Coin first. If you are facing a bunch of squishies or few protections, take Rod of Tahuti first.
At full power you have massive power, anti-heal, and 40% penetration.
Approach is simple. You generally want to maximize your poke (Unruly Magic + Strife) first since they are your primary damage dealers. Then alternate Erratic Behavior and Golden Apple as they become available. However, I do like to put a point into Erratic Behavior once I reach level 9 to help with cooldown reduction.

If you're getting dived by a lot of physical assassins (e.g. Thor, Ratatoskr, Arachne), Celestial Legion Helm gives you power and durability.
I rarely find magical damagers to be a challenge, but Genji's Guard is great in that instance.
If you are in a game where enemies are taking few protections, then I like to take Spear of Desolation (for max power + flat pen) or Ethereal Staff. The little stars from Unruly Magic make it very easy to hit multiple targets. Archmage's Gem is another high-power option.
Soul Reaver is an option I don't take often, but can be useful if you have a tank going for max health vs. protections.
Magi's Cloak if & only if you are just getting clobbered with crowd control and need some help.
With Discordia, you have great crowd control with Strife, area of effect damage with Unruly Magic & Golden Apple, and a nice escape that makes you invisible (Erratic Behavior). If you're careful, it can be very difficult for enemy gods to get ahold of you. However, if they do you are very squishy.
This build achieves very high magical power while reaching 40% penetration and greatly increasing your durability. The removal of boots has also removed the movement penalty associated with quickly double-stacking.

But then you factor in Thoth's passive mana to power conversion of 10% of total mana (which looks to be 2,700 mana at level 20), and that's 635 + 270 = 905. Note that while the in-game bar seems to indicate a cap of 900 power, that's not in fact the case, you can definitely go above 900.
Finally, when considering Tahuti's passive, if you're hitting an enemy with less than half health, you're gaining bonus power equivalence, which = 1,131.25 power.
+ Survivability is also hurting her potential. BotD provides that health shield and while it may allow you to survive some encounters where you otherwise wouldn't, you're not usually looking to take much damage anyway. You're poking from distance and backing off if things get dangerous, and hoping that your teammates will peel for you if they dive you. BotD isn't going to allow you to survive that situation. It's also built way too early...delaying Divine Ruin in that build if you really did need anti-heal, where you'd typically want it much earlier in the build to also take advantage of the flat pen.
My preferred build would be to drop Warlock's Staff and Book of the Dead, picking up Chronos' Pendant and Soul Gem. I'd also personally drop Book of Thoth and start with Conduit Gem, likely building into Gem of Focus (which gives you a different measure of survivability), but with an option for Archmage's Gem if I wanted that big burst potential at the start of a teamfight.
I wouldn't use your skill leveling; I think it's a bit whacky. Typically you want to level your ult when possible, followed by your 1, then your 2, then your 3. Your 1 should either be maxed at level 9 or 10, depending on if you want to put that 2nd point in your ult at 9 or not. Your 2 should be maxed by level 13.
I couldn't even begin to guess how many assassin dives I've survived due to the Warlocks/BoTD combo. It has to piss off the Thors/Arachnes/Thanatos players off so much.
I will admit I haven't tried Thoth / BotD on her, or at least not in a long time, and can imagine it'll save you in some situations. That said...I would expect Thor or Thana to not get enough damage off since they're more burst, but a decent Arachne is AA based and should be able to finish you off with just another couple basics, right?
