Start off with sands as we'll want the cdr it will give as there isn't as much built into the rest of the items.
This is my preferred version of the final build, but you can swap out rod for charon's if you really need the extra %pen. I recommend going Perfected Rod of Tahuti for the extra ability cdr on it, but calamitous would work fine for extra damage. I recommend grabbing Aegis as your second relic though I'll sometimes grab blink as Hel does not have any movement/escape abilities.

You'll want to go book of thoth first so you can get the stacks building as quick as possible. Spear and divine ruin can go in any order, depending on if your opponent has healing in their kit or is building lifesteal go divine ruin first, otherwise order either way.
Grab last grasp first which will get you to the flat pen cap of 50. I personally prefer grabbing rod here for the extra damage and the 10% pen, however if you feel you need the extra %pen, I recommend grabbing Charon's Coin instead. For finishing the starter, with this build I go Pendulum of Ages for the boost to damage as well as the cdr that's missing for the majority of this build
Here with another dumb fun build that works surprisingly well. I have "True Damage" in quotes because it is rarely completely true damage though any squishies will effectively be taking every point of damage you could deal with the way that flat pen will work. Especially if you Hinder them beforehand, if they haven't built any protections, with the 50 flat pen you have on your items, should go through most if not ALL their protections.
Although not quite as effective against tanks, it still works decently well with having some of the %pen from Perfected Rod of Tahuti with dropping Hinder on them allows you to still do effective damage to tanks as well.
Pros
Hel is a Stance/Form god, meaning she has two sets of abilities that have individual cooldowns.
Your primary attacking combo should be
Combo 1: Dark Stance > Hinder > Basic > Decay > Basic > Repulse > Basic
The above combo can be extended if necessary
Combo 1 > Switch Stances to Light Stance > Basic > Restoration
