For your actives start with Heavenly Wings, and then purchase a team fight active, or Blink Rune
You can upgrade Updraft before Protector's Surge if you are looking to play more kill focus.

Horus has a ton of early kill potential coming into duo lane. Using his Fracture to stun, and reduce their early protections, and then using your Updraft to apply damage, and cc to them is a fantastic way to get them to burn multiple pots, and actives. You do have to be careful with Horus early because you will eat a lot of minion poke when you are fighting the enemy, but you usually get the better end of the deal.
Mid game Horus is going to provide a lot of pressure because of his ability to cc combo any character, and almost always guarantee death for them. Horus does have the issue of having to full commit on each target as once his abilities are on cooldown you will need to do your best not get poked out to much if the enemy did not die. This is where your 3rd ability Protector's Surge comes into play best. If you combo an enemy and they do not die, you can use this ability to reposition yourself to avoid getting killed by the enemy.
Late game you are going to be looking for a pick in the jungle to start a fight around an objective. Once you have picked one or two players off your objectives are free, and you can use your ultimate To The Skies! to move your team quickly around the map to run at towers, or phoenix's.
You can play Horus with War Flag it is the same build you see above only with the flag. The best upgrade would be Spartan Flag for the extra damage.
Personally I find having as many prots as possible on your support will result in the best outcome because you are able to tank more damage earlier. However if you are sure of yourself you can run the war flag.

However I did put in the notes that they could build Relic Dagger and push the Spirit Robe back, and not build Pridwen
Sentinel's Embrace > Reinforced Greaves > Gauntlet of Thebes > caduceus shield > Relic Dagger > Mantle of Discord > Swap boots for Spirit Robe
Obviously I change it up a bit if they have 4 phys I'll get sov or if they have a magical solo and mid and they're both snowballing I'll get heartward etc. But this build makes you so tanky to just do your job super well.
Last season I would get The Sledge first after boots but because Shifter's Shield lacks the HP it doesn't feel as nice in the support role to me. I used to get caduceus shield later but that now fills the early bruiser item for me.
The passives increase of your healing increases the total health you and your allies have throughout the game, providing team utility as a support should which Shifter's does not.
