Prioritize Sovereignty and Heartward Amulet depending on your opponents.
Hide of the Urchin is a bit iffy as of S5, so if you feel the need, Gauntlet of Thebes is a sufficient alternative.
Smite is an online battleground between mythical gods. Personally don't feel that Hide of the Urchin is a good item in the 2nd spot. I do see your writeup mentioning it as "iffy" so that is acknowledged. Heartward, Sovereignty, and Gauntlet should all be prioritized before Urchin IMO, at least if you're talking general tank. Your situationals do cover some good general items and counters, but feel that Witchblade is one you missed, and some more CDR items rather than just Spirit/Mantle should always be options.
Don't feel that Blink Rune is all that great for him, and only in very specific circumstances would I get Purification Beads. I prefer team-support relics.
Also think some offensive utility items like Pythagorem's Piece and Gem of Isolation belong as situational options, even for a tank.
