Some might feel fancier going with RANK 1 BOOTS for better mobility, but I like to stay longer for the first grind.
Get the boots maxed out immediately before you start buying your way to Transcendence.
Now you want to get some sustain *SOUL EATER* while keeping yourself busy with getting fed and fat on stacks. After you have managed that, buy your way to *THE CRUSHER*. Now we begin additional stacking of ATKPOWER & PENETRATION.
This is were you have to analyse and see for yourself, who am I up against and what are their strengths. Are you up against a mostly magical build team or a physical one?

If you are looking to win and have been fed good enough. Consider the *Brawler's Beat Stick or Deathbringer.
The healing reduction helps you keep rolling or the 25% Chance adds nice surprises with a 30% extra kick.
I have gone with Toxic Blade instead of boots before, in order to get the last penetration, more ATKspeed and the 40 % Healing Reduction if I decided not to go with the Beatstick. This is possible because you've built Heartseeker earlier on, which will leave you on 20% Movementspeed, still faster than most with just a regular good ol' pair of boots.

I am no veteran at writing guides or playing Smite. I do however feel that I have a good sense of how to battle and win. This is my take on this version of Pele.

If Exe was there when Kriega commented, then it's not an optimal pen item because Pele is more ability-based. She will absolutely use basics in-between ability use, so things like Hydra's Lament can work well, as you've listed, but Exe will need you to hit multiple attacks to get the stacks...and you'll typically lead with abilities, so you won't get the benefit early in your attack chain.
As for Chalice of Healing as a starter, it's typically not optimal. Most junglers are going to either get a head start on MS by getting T1 Boots, or they'll get a jump on an early power item (like T1 Mace), depending on what they're going to build first. If you get the chalice, you'll have great health sustain, but you should get some of that from Assassin's Blessing. You'll likely be better served saving that early $$$ from Chalice and starting as I previously mentioned.
And although Hydra's can work well, other items like Toxic Blade aren't as good for her. Again, with an ability focus, Brawler's Beat Stick would be a better general choice for anti-heal. You do have that option, and I'd suggest dropping Toxic. Same would go for Deathbringer. One crit item is never, ever, evereverever optimal. You're relying too much on somewhat low percentage RNG. This is why all functional crit builds get at least 2 crit items. It's a mathematical thing. The only time it can work is when crit is built into the god's kit...like Ne Zha's ultimate.
You're getting very little pen in the main portion of your build. You can opt to go a bit more bruiser with Void Shield for the protection reduction, or you might have Titan's Bane as another situational, for lots of tanky enemies.
As for protection items, I think Spirit Robe is probably not the best choice. It's not bad, as it has 20% CCR, but Magi's Cloak might be a better option (depends though).
So use that early for your clear. For quicker clear, use the amplified state.
My expected skill leveling order would be Magma, Pyro, Eruption, Magma, Volcanic for the first 5 levels.
After that, I'd probably put another into Magma (now at level 3). The rest really depends. You might want a bit of extra range with Eruption, at which point you might get it to level 3 for that extra ring of AOE distance. But her best burst potential is in Pyro, so I'd probably max that first...probably.
If you want to just clear super quick, though, while saving mana, you'd prioritize getting Magma to 5...and always use amplified to clear. Each rank's amplified state adds 5 damage per 0.5 seconds over the base non-amplified form.
Really depends on what you need, I guess.
