After the remake:
After the remake of Kali, the goddess of destruction has become one of the most viable assassin gods in the game. Paired with critical hit chance and attack speed, it is nearly impossible to escape this goddess.
Basic Information:
To truly use Kali the most strategically, I suggest main leveling her Lash ability and second main leveling Incense, but do not completely ignore Nimble Strike, as it is your engage ability. I will go more deeply in to this in a later chapter.
Why?
With Kali's passive, it is no longer a necessity to stack physical power. When you are going into either a 5v1 or a team fight always focus the opposing team's god who is Marked for Death After finishing off that god, move to the next Marked for Death god. If you build Kali correctly, she will become an unstoppable force.

Pros:
Starting Items
Tabi - Grabing this item in the early game is, in my opinion, one of the smartest things any physical god can do. With the extra speed and early physical power a god like Kali can dominate early game and create a trend of kills leading to an early victory.
Heartseeker - Early game with a Heartseeker can and will mean great things for Kali. Upon hitting tier three Heartseeker and farming it up to fifty stacks or one hundred physical power, Kali can turn any fight in her favor. An early boost in physical power like the one the Heartseeker provides can provide Kali with those few extra kills it takes to become fed early game.
Core Build
Heartseeker - Explained adequately in Starting Items.
Qin's Sais - Taking the Qin's Sais is a personal preference of mine. Grabing the tier three Qin's Blades is perfectly acceptable. The reason I prefer the Qin's Sais is that the damage scales to the opponent's health which means securing kills is much easier and less time consuming than with the Qin's Blades.
Malice - It is very important for Kali to stack critical chance, making the Malice a first pick over the Rage in a Kali build. Sure, the Rage stacks critical chance per basic attack, but the extra ten percent critical chance makes up for the lost passive.
Warrior Tabi - Kali is a basic attack damage dealer, like most assassins. Getting the Ninja Tabi for cooldown reduction is a mistake and should not happen.
Deathbringer - As I have stated before, Kali needs to stack critical chance. This make the Deathbringer and obvious choice for any Kali build. With the Deathbringer's physical power, critical chance, and critical hit damage your Kali will be unstoppable (Even by tanks).
Optional/Final Items
Asi - The Asi is one of my favorite end build items for Kali. With this item, Kali has over 2.0 attack speed and can shred through enemies without hesitation.
Bloodforge - Although I have never tested this item, the scaling physical power and lifesteal can be useful to Kali for replenishing health after teamfights.
When to Engage:
Kali can engage when at least 2 out of the 5 opposing team are lower than one half hp. Kali can also engage when the team is at an obvious advantage i.e 5v3.
How to engage:
When using Kali it is important to close the distance between you and your target quickly with Nimble Strike, and soon after pop the Enfeebling Curse Active. Always focus "marked" gods, as you will do more damage to these players, and when they are dead, refocus the next "marked" god.
Certain Death:
Though it is rare, when Kali is about to die use incense, and pop the Heavenly Agility active to make a quick get away. Do not stop at a tower, you most likely will be turret dove. Recall to base.

Also, you make a lot of assumptions. What happens when your mark is the enemy tank?
