so one option is going:
mages blessing, first tier chronos, rush shoes of focus, finish chronos, spear of magus, gem of isolation, then situational building
another option is:
mages blessing, first tier chronos, rush shoes of focus, finish chronos, spear of magus, soul reaver, book of the dead, then situational
as for situational building you have to remember that if you're against a healer go divine ruin
so for example if you're laning against chang'e, aphrodite, hel, or ra instead of going spear of magus go divine ruin
then there is a third build where if you bought divine ruin you shouldnt build spear of magus
you should build totally different if you're against a healer in this case
basically you don't go cdr boots
you would go first mages blessing, first tier chronos, pen boots, chronos, divine ruin, spear of desolation, then situational
for the most part this is your build, ill do some example builds if you need
so example of an anti-heal build (this includes after selling your blessings and boots late game) gem of isolation, chronos pendant, book of the dead, divine ruin, spear of desolation, bancrofts talon

He didn't overcap the cdr, it just caps when you try to go higher than 40% and he didn't do it, his late game build is ok. I can agree that it isn't the best build but definitely he doesn't cap cdr.
