Rush runeforge before finishing boots, just be cautious and stick back behind your guardian.
The damage is not crazy high like many popular Cernunnos builds, but the usefulness in team fights is a lot higher due to all of the slowing of enemies. He also has high attack speed and with quins on there he will still shred due to its passive. The stacking slows also help make it easier to hit the enemy accurately for newer players who don't have his basic attack aim all the way down.
Use hide if you are being killed by a lot of basic attacks. Otherwise use mantle of discord. But make sure you have some protection becuase without any you will die too quickly to have your slows be useful.

Improvements:
Start: Hunter's Blessing, Spiked Gauntlet or Boots, health/multi pots.
Example Build: Ninja Tabi/ Devourer's Gauntlet, The Executioner, Qin's Sais, Odysseus' Bow, Titan's Bane. Sell Ninja Tabi lategame for Asi.
If you want defence swap either Asi or Titan's Bane for it.
In a general sense, my personal direction would be to not go with this build, and for some general reasons. I think in your writeup, you realize that reason.
That said, if you're building this as a newer player, I see some reasons why this build can be helpful. Some early health from Rune. Since not building Devo's, getting Asi fairly early to help sustain. The option for Frost to even further slow to help newer people hit a target more easily.
But while those are some helpful general directions, I do think you're hindering his damage potential a bit too much. While you build Qin's Sais, and although you list The Executioner as a damage option, Exe should be 100% core. Your full build example has absolutely no pen, which is just something I can't support. Getting not just Rune, but adding on 2 more protection items in your full example build is just killing his DPS.
One important thing you really should note is that, if you're building Rune, and early at that (which is typically not recommended), to take advantage of that you need to be in Winter stance, but I don't see that written anywhere.
As for the starter, if you're saying to build into Rune before you finish Boots, I don't know why you're starting T1 boots. 6% MS for 500 gold is just not really worth it. The other direction could be, if you chose to do that...T1 runeforged, finish Boots, then finish Rune.
In essence here, while I like the concept as a helpful build for newer players to be able to take some damage, hit enemies more easily, etc., it was pushed to a point where the build as a whole just becomes a bit too ineffective IMO. When possible, I'd suggest pushing Rune back. With his option for Winter stance, I probably wouldn't build Frost (though again I get the concept, and if you really want to build it and perhaps use a combination of Autumn at the beginning, then either Spring or Summer after you get the stacks, then maybe that works a bit). You should have Exe probably before Qin's. If you build protection, only get one, and probably get it at the very end while replacing Boots.
Rune, Ninja, Asi, Exe, Qin's, situational damage, situational prot if you want to start Rune.
Devo's, Ninja, Crusher (maybe) or another damage item, Exe, Qin's, Rune, situational prot/utility if you can accept delaying Rune.
Something more like that, would be what I'd probably do, personally.
