This build is a bit unorthodox as it doesn't involve boots, but it involves working with her passive. To start with this build, you'll need the essentials to get you moving until you're ready to ease into the build.
This item is going to be one of your best starting items for this build, as it is very well aligned with her passive. This compensates for no boots in an unconventional way as if she is hit, she gains movement speed. Now it's the same for when she hits anything. Disclaimer, keep your tier 1 boots until you've built this item and the number 2+3 items on this build.
This Is an essential item for this build due to warriors naturally being the interrupting role in team fights on conquest or hybrid tanks for joust. This item will give you protections (Up to a max of 35 of each protection) which is a good chunk for no protection items, given that you are surrounded by enemy gods.
This is another great item for this class because if you're dealing with: a hunter, assassin, or another skilled warrior; you'll be able to reduce and increase your physical protections up to a max of 30, plus the 35 that you can potentially get from Masamune. (Now you can sell the boots.)
This is a great item, not only does it give you a good chunk of power along with some physical penetration, it gives you half of the max cooldown reduction you're able to build. Not only does it do this for you, it gives you more mana to work with as warrior abilities tend to eat mana.
This is the only magic protection item that you'll need as a warrior for this build. It gives you a good chunk considering that Belona's passive gives you protection when you get hit and by this point, you'll have already built Masamune. Another thing, this also gives you your semi-final chunk of cooldown reduction.
This is the final item, giving you a leg-up on your physical protection, and giving you the maximum of 40% cooldown reduction. This also gives you a nice chunk of physical power and allows you to get 2.5% of your health whenever you cast an ability. Ta-Da, the build is made, enjoy.

This build is the definition of interrupt and chasedown capability as this build is not only focused on speed, but it's also focused on the sole quote of "Divide and conquer." This build is mainly focused around improving Belona's passive as it makes her both tanky and fast enough to either flee or chase the enemy down to secure the kill. Enjoy. The concept of not getting Tabi is okay, at least for some gods, and I like that the creator is thinking outside the box. But that's all I like here. Atalanta's Bow just isn't a great item for most gods that this item is actually intended for...and to throw it on Bellona...don't like it.
In a more functional, meta concept of not getting boots...it's really more of a late-game option. Boots provide strong stats for the price, which really helps with early game, when things are slower. Masamune is absolutely a functional item for her, and so picking this up means, after most items are built, you can definitely replace your boots with another item with move speed...but I wouldn't do this early game for her.
Getting Gladiator's Shield last? This is a bad idea. It's a bridge item very specifically meant to help with early game flow and counter-protection against a specific lane enemy, with intent to sell it late-game, since its stats aren't as good as appropriate T3 items.
The writeup and quote of the phrase "divide and conquer" doesn't fit this build concept either. Bellona isn't a god that can technically divide enemies...in the literal sense, it's more appropriate for gods that have zoning tools. Bellona is just a bully.
@WhiteLightning...not meaning to down you or your build. You do mention hours of thinking and viability testing...but I'm curious about what situation the testing was done. What mode, what team comps (do you only ever play with friends that might build to complement you or make up for your build's deficiencies?), and what general skill level of competition (maybe SmiteGuru reference might be an okay initial evaluation).
@Kriega, I honestly don't think this is has "troll" intent...but it's not something I would ever recommend.
An Odin match with Titan's Bane. Ra almost mitigated as much as the Odin did and he's a squishy mage!
An Amaterasu match where she didn't get a single protection item.
Another Odin match where he only got Shifter's Shield at the end.
A Bellona match where she bought Stone Cutting Sword and Warrior Tabi. Just look at that pathetic damage. This Bell dived the enemy team more than once trying to get a kill.
A Cu Chulainn match where he went full on offensive; don't forget to check out his damage numbers too.
I would be remiss not to mention the critical-fail Chaac who kept diving without any backup and then *****ed because he was easily cut down.
So what's the common denominator here? None of the above players contributed anything of significance to their team. In fact, I daresay they were a big part of why their team lost.
(technically it does have prots...Masa passive, Ancile, SCS w/ stacks)
Reason I say it's not a troll build is because troll has intent. It's meant to be funny, or mislead people, or piss people off.
The way this person writes, it sounds like there's actual effort to make this functional.
