These are what I usually start with, the movement speed is essential most of the time at the start.
Sometimes it pays off the be greedy, if you start this go straight for Book of Thoth.
These are my preferred first buy, the mana and cooldown is so helpful with early game pressure and spell costs.
The Polynomicom adds so much extra burst to your build. Ideally this is my first real item, after blue boots. Chronos is the second must buy as it helps with ult cooldown and over all cooldown reduction.
These items are good to help round out the build at the end, after you get Poly and Chronos
I usually go beads and shell, but wings can be very useful in catching people who have leaps. Aegis is always an option, but I find it to be a much more selfish option as it only helps yourself.
This build has netted me a lot of success in arena. I've been playing The Morrigan non-stop for the last few days, and I consistently do well.
The early game is rough, you are extremely squishy and have long cooldowns. Play a little passively, and spam your 2. Try to not decoy aggressively as it has a long cooldown and is your only escape.
Mid game is where you start to take off. Once you get Poly you can start chunking the squishies for 2/3's of their hp with your 3-1-2-auto combo. Try to not be the first in, unless you can sneak around and jump the back line.
Late game, you can pretty often burst down most squishy characters. Your ult will have a short enough cooldown you should be able to use it every fight. Try to vary up who you pick fairly often as it does get predictable if you always copy the Ares or Posiden.

Shoes of the Magi, Chronos' Pendant, Spear of Desolation, Polynomicon, Soul Gem, Divine Ruin (cheap and gives pen - great against squishies, though you could also get Soul Reaver or Rod of Tahuti).
If tanks are a problem/are present then swap soul gem for obsidian. Could probably get a Penta with this build, especially if there is a Thanatos in the match with a half decent build.
Also since im building Chronos' and Deso early I would level the ult much later in the build, as the CDR takes off large chunks of the lengthy cooldown. I would instead prioritise 2 > 1 > 3 > 4.
Book of thoth is pointless for her in arena, don't waste your time building it.
Doom Orb is overpriced, do not build it on her.
Shaman's Ring is meh on Morrigan, not awful but meh.
Your "slightly greedier" build is trash, you build a stacking item and then 3 LUXURY items in a row, and your build has no pen?
Don't build E-Staff or Iso on Morrigan please. Not for damage builds.
If you build Telkhines Ring on Morrigan you're trolling.
Only relics listed should be Aegis Amulet, Purification Beads and Blink Rune (blink for escapes and chasing kills).
The Start is fine though, I think Magic Shoes and Lost Artifact is a good start.
I agree about the reasoning behind leveling her ult later, but I would never prioritize her 3 instead of her ult. The order should be 2>1>4>3.
I also don’t see a problem with the listed relics. I’d probably always get Beads, but Aegis can be replaced for a more team-oriented relic.

Someone doesen't appreciate their Confusion movement speed bonus. Hm, maybe in arena you have the argument, but for conquest, I can assure you that movement speed is very beneficial.
As a squishy mage? I don't think so.
You’re right. I don’t. I’d rather remove 20 seconds of my ult cooldown than gain 2.5% movement speed.
Also, I'm not a fan of Book of Thoth in arena, because you only get stacks with minion and god kills, not with assists, so it's a bit hard to stack the item. Plus, it got nerfed at the start of S6.
I'd also suggest that you remove Telkhines Ring from the build, because it's not a good item for The Morrigan.
Besides the points I made, the build is solid. Just keep in mind you're at 40% CDR in your recommended build, and Potion of Magical Might exists.
Edit: Forgot to say, buy you might want to build penetration a bit earlier, so put Spear of Desolation either third or fourth item.
Magic Shoes + tiny trinket has also been a start for conquest mid. (On Janus, Agni, some others like Morri and Disco).
