Hello I'm CJMighty and this is my kukulkan build, if you want to play with my my user is CJMighty :D NOTE: This can be used in Conquest, Seige, Joust, and Arena.
Pros
Book of Thoth
I build this first so i can start stacking early, I always build this item on almost all mages.
Shoes of Focus
Next we need boots, i used to do Boots of Magi but since they added the 250 mana to them i decided it be best for Kukulkan to use them because of his passive.
Spear of the Magus
This is the next thing you need we are going for as much power as possible so this gives +40 and 15 penetration which is nice.
Bancroft's Talon
This is another item that is a must, as kuku you are bounded to take some damage. So with this the passive--For every 1% Damage taken you gain 1 additional damage. This adds up trust me.
Rod of Tahuti
Ok some people like to save this for last or build this to start, but if you just build it around second to last it will do wonderfully. This is just the greatest thing for a mage to have +125 magical damage is just a lot.
Soul Reaver
This is your last thing to be built it gives mana and +100 magical damage, plus it can make are Spirit of the Nine Winds or Whirlwind super deadly because of the passive were when gods are hit by your abilities they take 15% of their maximum health.
Thats my kuku comment below on your suggestions thank you!

It helps with the early game and poking, allowing 1-basic-3(maybe).
So, no matter if it's a tick of Whirlwind or Spirit of the Nine Winds, the proc will have the same effect.
About Polynomicon, if you can use it's passive (for example, a basic attack right after Zephyr,
then this item is the best, damage-wise, among the lifesteal items.
If you can't / don't / forget to use it's passive, then Bancroft's Talon is better.
Poly procs is really strong with him, but rarely better than his one.
Kukulkan basic attack, at level 20, does 63 + 20% damage, with Poly, it becomes 63 + 80%.
Since Zephyr does 240 + 60%, your Polynomicon proc becomes better than Zephyr once you reach 885 power.
Which is very late game, and not with this build (841), unless you have Red buff / Fire Giant.
Soul Reaver only does extra damage ONCE, so a Whirlwind only helps one tick of damage, not the rest. Spirit of the Nine Winds is very strong anyway, so it really is overkill. The 60 seconds really makes it useless anyway, and the ult is REALLY hard to hit anyone with.
Have you seen my text on Polynomicon, besides have you ever tried it that way? His one slows them for an easy basic, easily applying more damage than the one alone. It is also a very good lifesteal item since it has the mana that bancraft's talon doesnt have. (You have a lot of magical power for the passive. 60% of 800 power is no joke.)
Try it before saying its not good.
Soul Reaver isnt as good as you think it is on kuku, since if you use Whirlwind the damage procs once for minimal damage and you dont get another chance for 60 secs. Also please dont put Book of Thoth as a starter since you clearly cant. Get an actual starter then get Book of Thoth later. Get lifesteal earlier, with Polynomicon, which gives your 1 a purpose and adds mana. Without lifesteal earlier, constant pokes can get you killed.
I found that i wanted to build stacks early thats why i start with that and Polynomicon isnt ever good on him like other mages EXAMPLE: Poseidon. Normally you wont finish someone with a basic attack your Whirlwind will or your Spirit of the Nine Winds. I also seen the benifit in that extra damage from Soul Reaver can help so much, even if it does only come up ever 60 seconds
