This is the average start for heimdallr at the moment in adc, he'll usually go this start as it allows him to go into a strong transendence and [qin's sais]] build.
This is one of my personal favourite starts on heim as it gives him a lot of early sustain and a strong build path to go into.
You could also start with:
Bluestone Pendant and Morningstar
Deaths toll and morning star
Or Gilded Arrow and Spiked Gauntlet
This is the cookie cutter build for heimdallr adc at the moment, it allows you to have incredibly high health sustain from Asi and Hunter's Cowl whilst also having a lot of early game mana sustain from transendence which should allow you to spam your crystals enough for AOE autos to assist your clear whilst still being able to use one as an escape
Odysseus' Bow is just a broken as hell hunter item rn, you should definitely be using it in your builds, even after the nerf it got.
Titan's Bane is your standard pen item for adc
Qin's Sais have always been heim's best way if dealing with tanky targets and rn is just very tanky targets.
Dominance is a new but strong addition to the game which gives 25% pen onto your autos.
Levelling order to level 5:
You want to level your 3 first as it allows you to put one crystal at void, clear red with the mid, then teleport over to the void crystal and finish it with your support. This will give you pressure over the enemy duo lane.
When you hit level 2 you will want to put a point into your 1, this is your main wave clear and is your main damaging ability.
At level 3 you can either put a second point into your 1 (for safer clear) or a point into your 2 (for better boxing capability)
At level 4 either get your second ability or put a second point into piercing sight (depending on what you did last)
At level 5 you will always want to put a point into your ult.
For levelling order after that you will want to:
Max the 1 first for better clear, poke and damage.
Max the 2 second for Boxing and the increased slow.
max the 3 last for a reduced teleport cooldown
Upgrade the ult when possible.
This is why you level the 3 first in adc:

In mid lane level your 1 first as there isn't as much demand to get into lane as fast.
Qin's Sais
this item is near mandatory on heim, it allows you to deal with tanks and box nearly uncontested with only a few adcs who can contest you in the 1v1 scenario
Odysseus' Bow
this helps with heims lower base attack speed due to it having 40% attack speed.
Titans' bane
Standard %pen item, allows you to deal with tanks and objectives a lot easier.
The Executioner
Protection reduction item, usable if the enemy has multiple tanks
Ichival
this is an item you'll buy early game but sell late, it is used to give you an advantage in the 1v1 environment in that phase where only you and the enemy adc are in lane.
Dominance
Like titans bane it is a %pen item, it can see its uses but it's not as useful as titans bane.
Toxic Blade
Only get this into a team with more than 1 dedicated healer like Aphrodite, hel,
Wind demon
Wind demon is stupidly broken, it allows not just heim, but every hunter to deal with tanks and squishies alike due to having crit and %pen on it.
Deathbringer
This diminishes heim's crit defecit in his passive (it doesn't remove it entirely) and will pair well with the other crit items that heim will build.
This is the heim mid start, it allows you to go into a Transcendence or Dominance (depending on the situation) as the sustain (in the form of hp5) from Bluestone Pendant is able to make up for the lack of early game sustain in this build.
This is also usable on heim adc (however should not be less considered due to how strong the adc crit build is right now).
This build is focused on making heim more ability/AA hybrid, it offers more on hit effects with your abilities and still gives you the option to deal with tanks whilst having the capability to deal large amounts of damage with abilities using Transcendence
This build can work in adc to a lesser extent of the first build in adc.
Bumba's Spear can also be changed for Protector Of The Jungle or manakin's hidden blade if you want a different starter for either more burst or more protections.
The Crusher
Gives your abilities an on hit effect whilst giving you attack speed, which is helpful to heim due to his lower base attack speed.
Qin's Sais
Still incredibally useful against tanks and is near mandatory for heim
Titan's Bane
Still incredibally useful against tanks and is near mandatory for heim
Odysseus' Bow
Helps with heims lower base attack speed, not as helpful in mid, however can be worth as a boots replacement
Brawler's Beat Stick
Useful into strong healing (replace crusher for this)
Heartseaker
Gives your abilities that extra punch whilst giving 10% pen (not needed but is useful into a team with high hp or gods who stack HP items)
Transcendence
Can be bought if you are ahead enough to get the stacks or if the enemy isn't tsnky enough to warrant you getting dominance.
So you may be wondering, why no crit if it's meta? Well if you're picking heim in mid and have a magical adc then the meta adc build should do you fine (all be it a bit boring) however, if you have a magical jungler but still have a physical adc then you'll want to avoid going crit as the enemy will gain too much from building Spectral Armor
Mantle of Discord
Buy this if you need bulk defence against a team who are blowing you up too quickly.
Magi's Cloak
Buy if you're getting blown up by hard cc
Spectral Armor
Buy this if the enemy has 2 or more people with crit.
Purification Beads
These are mandatory, CC is very prevalent in smite and this relic can save you from dying to just 1 cc
Aegis Amulet
You will usually buy this as a second relic, can be used whilst you're teleporting in your bifrost to stop you getting hard focused whilst teleporting (yes you can teleport whilst under the effect of aegis)
Blink Rune
It's a fun relic, however only get it if you're ahead.
this relic is effective on heim as it allows him to catch someone by surprise, also allows you to engage without using your bifrost.
Sell Ichaival late game for Qin's Sais
Heimdallr's biggest power spike is at level 5, his ult has incredibly high kill potential if he can hit the enemy adc, jungler and sometimes support with it.
Make sure to pair heimdallr with early beads burners like Athena so he can get his ult off without issues.
Before ulting try to get the gjallajorn knock up off as it will usually prevent the enemy god from using their cc immune ult in retaliation to your ult.
Heim can clear by shooting his first 2 auto attacks then placing a crystal, this resets his auto chain and allows him to shoot 4 cleave autos in a row (this can drain your mana early game and if you're not re-positioning your crystal afterwards it could cost you an escape, make sure to reset your crystal's position in-between waves so you don't cost yourself an effective retreat)
For positioning heim's crystals, make sure to place them roughly 2 basic attacks apart from each other, this stops the cooldown from being too high whilst giving you an escape that is difficult to follow for most gods.
Don't use your crystal to get into lane, this can result in you having no escape outside your ult for up to 210 seconds (and it can be camped by the enemy.
Heimdallr gains power from gods spotted on wards or by other enemy gods, you can use this to your advantage as it can give you up to 10% more physical power on your opponent, try to force fight when you have max passive stacks.
