I feel Polynomicon, while a great item for him in a damaging role, should be built later, since the damage scales off of power.
I don't personally like Shaman's Ring on him, though I know he appreciates higher MS.
Obsidian Shard can be fine too, but it's built way too early in this build. In addition, I'm not actually sure I'd go for Shard. I'd probably just get more flat pen (e.g. Shoes of the Magi, Divine Ruin, Spear of Desolation as options) and protection reduction ([[Void Stone, which is completely missing from the options but should almost be core IMO).
Should also have some more physical protection options. Maybe Celestial Legion Helm as an early option. Some other CDR options should also be considered later.
Ability leveling seems fine. I might consider delaying the 2nd point in the ult to max Glacial Strike at 9, just because it will be used multiple times between an ult, and has very strong base damage and low CD.
The build you propose could work, though I'd switch Spear and Void, and then choose Celestial or Void first based on which protection you need more. Celestial would be situational, though it's a good item, but Void would be something I'd build most times, unless it's something like Joust and you're the only magical god...in which case, I'd probably prioritize Stone of Binding so you could also empower the physical gods on your team.
Deso itself is also situational, though I can see liking it for the power, flat pen, and CDR.
The last thing that build is missing, depending on how squishy you don't mind being, is health. If at all possible, one item with a bigger chunk of health might really help survivability.
